Starting Point • Few users – 5% of the population • Expensive and unreliable access –$35 per month ($50/month average salary) • Poor local content - only 9,268 local hosts registered • Limited Activities– 47% - business, 2% - state organizations
E-Development Project Objective to enhance efficiency of the Government’s decision-making process, foster private sector development, and strengthen civil society through the introduction of innovative models of information flow and communication solutions.

Components E-government - $2.55 mln. • E-procurement model • E-documentation flow model • Models to be replicated in public administration at the central and regional levels
Components E-business environment - $0.80 mln. • Assess the main bottlenecks that hamper e-business growth • Develop a legal and regulatory framework, compatible with EU standards, to legalize and spread on-line transactions • Complement other Project components
Components Public-private e-Dialogue - $2.10 mln. • Introduce on-line solutions and tools to facilitate active citizen participation in the development of public policies and services • Support the creation and maintenance of the Region and City Administrations web-sites and Regional Information Centers
Key Outcome Indicators • 20% reduction of time and administrative costs in pilot agencies • Doubling the average number of bidders per e- tender comparing with paper-based practice • Increase in the number of citizens and NGOs using ICT as an additional mean to participate in governance process • Improved public access to on-line governmental information • New projects in the E-Development area are started
