Authorized: $11.7M by church for this task $7.2M (loan) + $4.5M (RBO) Reality: Actual Phase 1 building costs and all furnishings estimated to be $22.7M Options/Alternatives evaluated given fiscal constraints

    3. 3 Reasons for Cost Increase Incorrect square foot cost estimate Additional square footage Construction material cost escalations (recent hurricanes and other natural disasters): steel (structural, concrete reinforcing, and ductwork) gas (petroleum base products) gypsum copper concrete Construction Labor increases due to USA immigration issues

    4. 4 Fiscal Options Build all of Phase 1 $22.7M Build “Scaled Down” Phase 1 (detailed later in brief) Option 1: $18M Option 2: $15M

    14. 14 Building Committee Plan of Action Continue work with Architect, Consultants and Contractors Continue seeking Stafford County Permit approvals Develop and award $11.7M construction contract to proceed with phase 1 building plan working towards option 2 ($15M) Contract options to be authorized when monies are available Additional monies must be made available internally (Donations)

    15. 15 February - April Major Milestones Complete BZA process Complete Wetlands Determination/Submission Complete Conditional Use Permit Complete Pre-construction activities and Value Engineering Complete rerouting of utilities to accommodate new building construction Complete and submit Construction Plans Align Cost Estimate with RBO giving, available funds and bank loan Establish Agreement with General Contractor Key Personnel/Organizations Architect (Rardin and Carroll Architects) Pre-Construction Services (Jack Bays Inc) Lawyer (Clark Leming) Stafford County Administrators Church Body (RBO participants and general giving)

June - October Major Milestones Receive all relevant permits for site and construction work from Stafford County Break ground for site work Begin building construction Manage building costs with available resources Key Personnel/Organizations General Contractor (Jack Bays Inc) Stafford County Administrators Church Body (RBO participants and general giving)
