RPIC Action 6/26/13 • RPIC launched comprehensive review of data sharing policies • Review to be staff-driven with Board support • Initial schedule called for resolution by December 2013
Purpose • Update, consolidate and clarify WECC data sharing policies • Strive for more widespread access to WECC data while still respecting confidentiality issues • Identify and document what conditions make data confidential • Establish a comprehensive Information Sharing Policy (ISP)
Schedule to date • Task force initiated July 2013 • First posting 9/3 • ISP • Rationale Document (“RD”) • Comments received 9/20 • Revised ISP and RD posted 10/11 • Comments due 11/1
Scope • Comments received on 9/20 prompted change in approach • Phase 1 – focus on creating an initial comprehensive ISP that: • clarifies and reflects initial proposed practice • addresses some concerns (e.g., TEPPC needs) • RPIC and Board approval in December 2013 • Phase 2 – potential for additional proposed changes to ISP • Schedule not yet defined
WECC Information Sharing Policies • Data/Information Availability Policy • Now the Information Sharing Policy (ISP) • Focus of this special RPIC task force effort • Reliability Information Sharing Policy • Re-titled “Information Reporting Policy” • Undergoing revisions by staff – “normal” RPIC approval • Confidentiality Policy • Undergoing revisions by staff - “normal” RPIC approval
Phase 1 Issues • Maps • Base Case data • Load forecast data (TEPPC) • ACE data • Inadvertent interchange • WECC’s ability to share data that has been redacted and/or aggregated • System conditions, allocation and interactions with other transfer paths from the Path Rating Catalog information (TEPPC) • Lessons learned from event analysis reports • What constitutes a “legitimate need”
Phase 2 Issues • The UNDA framework for data sharing • (But UNDA will belong to Peak after 1/1/14) • Releasing data on a time-lagged basis • Specific data discussed in Order 784 • Regulatory vehicle for information sharing changes (e.g., PDO, ?) • GIS data • Relay mis-operation summaries • Others from comments
