  3. What is being presented today * - Rationale Document not being presented for Board approval

ISP modifications (1) • Clarified that nothing restricts WECC from sharing parties’ own information with them • Re-classified as public information: • frequency data received directly from BAs • TEPPC generation and substation Geographic Information System (GIS) information • WIT and webSAS data re-classified from Transmission Function Information to Peak Reliability data that can be shared with Peak’s consent • TEPPC project portal and vendor GIS data not shared externally (due to vendor agreement)

ISP modifications (2) • Contractors working for WECC members are presumed to have a legitimate need for information, but only for the information necessary for the work being performed • Process for classifying new information or changing the classification of other information • Dispute resolution process – with RPIC dissolved, now modeled after NERC process

ISP modifications (3) Information Classification Changes (new language): Prior to classifying, or changing the classification of, any information, WECC shall: • post the proposed classification on the WECC website, • notify submitting entities and the WECC Member Advisory Committee, and • provide an opportunity for comments. Posting and notification shall be done at least twenty-one (21) days prior to Board approval of the classification.

  7. Issues without consensus • Release of load forecast information for years 1-3 • WECC Board’s role in the dispute resolution process Note: the red-lined documents reflect staff’s positions The ISPF requests the Board provide guidance to staff on these matters

Issues - 1 Load forecast data years 1-3 • Information very useful to TEPPC • ISP currently prohibits sharing due to concerns from entities about the market sensitivity of this data • ISPTF surveyed BAs:no clear consensus emerged • Concern: No task force consensus on treatment • Majority of task force recommends this information be released • Rationale for needing to keep the data confidential not provided • Staff recommends the current treatment be retained

Issues - 2 ISP Dispute Resolution Process • Proposed language: “The WECC CEO will hear disputes arising under this Information Sharing Policy, including WECC staff determinations of legitimate need.” • This language is intended to mirror the NERC process • Concern: no explicitly identified opportunity to appeal to WECC Board

  10. ISPTF seeking to disband • WECC ISP now includes a mechanism for dealing with new information types or re-classifying information through public process • Joint Task Force to address potential changes to the UNDA • ISPTF therefore seeking to disband

Unresolved issue: Historical path flow and path limit data • Prior to the start of the ISPTF, historical path flow and limit data had been public for more than a decade • Data was used by TEPPC and the state/provincial Grid Tracker tool • WECC determined that this data falls under the UNDA and is no longer public • At its December 2013 meeting, the previous WECC Board adopted a resolution directing staff to: • Seek consent from UNDA signatories to allow release of this data • Report to the Board companies that have and have not provided consent • WECC has not yet sought consent of UNDA signatories to release this information • WECC still has not received consent from all UNDA signatories for WECC to receive that data from Peak Reliability and it did not want to confuse entities with multiple requests for consent • NOTE: Still waiting on consent from one UNDA signatory to share data between WECC and Peak
