Recent MAC and Board Actions • Board approved revised ISP as presented • Most contentious changes: • Monthly BA load forecast information for years 1-3 reclassified as “Transmission Function Information,” not as “Not Shared Externally” • Allows sharing this information with parties with a legitimate need under an NDA, but not publicly or with market personnel • WECC CEO hears ISP appeals • ISP does not list Board as express avenue of appeal • Could be raised through MAC
Load Forecast Information Years 1-3 • Board directed staff to examine this issue to see if there was a way this information could be shared publicly • WECC MAC will also be involved in this issue going forward
Revised ISP – Change Process Information Classification Changes (new language): Prior to classifying, or changing the classification of, any information, WECC shall: • post the proposed classification on the WECC website, • notify submitting entities and the WECC Member Advisory Committee, and • provide an opportunity for comments. Posting and notification shall be done at least twenty-one (21) days prior to Board approval of the classification.
Unresolved issue: Historical path flow and path limit data • Prior to the start of the ISPTF, historical path flow and limit data had been public for more than a decade • Data was used by TEPPC and the state/provincial Grid Tracker tool • WECC determined that this data falls under the UNDA and is no longer public • At its December 2013 meeting, the previous WECC Board adopted a resolution directing staff to: • Seek consent from UNDA signatories to allow release of this data • Report to the Board companies that have and have not provided consent • WECC has not yet sought consent of UNDA signatories to release this information • WECC still has not received consent from all UNDA signatories for WECC to receive that data from Peak Reliability and it did not want to confuse entities with multiple requests for consent • NOTE: Still waiting on consent from one UNDA signatory to share data between WECC and Peak
Joint WECC-Peak Task Force • Peak now controls the UNDA , which is set to expire in March 2015 • Reportedly, Peak has circulated a revised draft of the UNDA to signatories for review • Revised draft includes: • WECC as proposed signatory • Means for sharing UNDA data with third parties • If reports are accurate, the future of the joint Peak-WECC task force is unclear
