An Integrated Approach • Water Systems would typically comprise of water, sewerage, drainage, rainwater, groundwater components • Typically, water sector components are looked in a disintegrated manner rather than a holistic perspective • Synergies are important to be developed for planning, appraising and developing water infrastructure systems • From a resource management consideration, Water Sector also need to be looked in an integrated manner from the larger perspective of regional development • Water and Sewerage System at larger area/metropolitan level have been seen from a single institution perspective • Various Urban Local Bodies have attempted for Specific Institutional Structure for Water Infrastructure
Existing Institutional Structure • Bengaluru Water Supply and Sewerage Board (BWSSB) • BWSSB became one of the first exclusive Water Supply and Sanitation Utility authorities in India with an operational jurisdiction of the entire Bruhat Bengaluru MahanagaraPalike (“BBMP”), an area of roughly 800 sq. km. • Chennai Metropolitan Water Supply and Sewerage Board • CMWSSB constituted in 1978 as a statutory body vested with the responsibility of planning, construction, operation, and maintenance of the water supply and sewage system in the Chennai Metropolitan Area. • CMWSSB extended its services to the surrounding ULBsand initiated measures to provide services for the entire metropolitan area. CMWSSB serves a population of about 60 million • Hyderabad Metropolitan Water Supply and Sewerage Board • HMWSSB constituted in 1989 spans over 688.24 sq. km, comprising 150 wards that adjoin 10 municipalities, the Osmania University campus, and Secunderabad Cantonment
Existing Institutional Structure • Public Utilities Board (PUB), Singapore • PUB is a statutory board under the Ministry of the Environment and Water Resources responsible for ensuring a sustainable and efficient water supply. • It is the national water agency that manages Singapore’s water supply, water catchment and used water in an integrated way. • PUB is responsible for the collection, production, distribution and reclamation of water in Singapore • Singapore’s tap water is well within the World Health Organization's drinking water guidelines, and is suitable for drinking without any further filtration

An Institutional Approach • Water Cycle Management to be considered at a regional level • Strategic outlook of water system: Integrated Institutional Authority Holistic and integrated evaluation of all available and current water resources Water Storm Water Water Harvesting Lakes, Rivers Sewerage, New Water Identification of alternatives and strategies which can be further developed as future water resources • Water Quality Management addressed at a larger level Potential Users collaborate for value creation in the ecosystem (urban and industry) Urban Local Bodies in a region come together under the framework
Formation of Association of Water Utilities and Urban Local Bodies – An Institutional Approach • Delivering Water related services to the Consumers (including Urban, Industry) • Guiding Principles: • Water as a Service • Recovery of the cost of service upon delivery of services • Restructuring of the role of the Urban Local Body • Creating an enabling framework for participation of private sector • Creating an enabling framework for attracting commercial funding • Decentralization of governance • Life Cycle and Integrated Approach for development • Requisite Framework is required to ensure a sustainable water cycle • Resource management (Water Balance approach) • Quality assurance of services • Sustainable revenue model • Standards of operational practice
Formation of Association of Water Utilities and Urban Local Bodies – An Institutional Approach • Possible Outcomes: • Efficient and timely decision making on water and sewerage services aspects • Integrated planning, development, implementation, operations and maintenance of water and sewerage infrastructure assets • Water Accounting (Sourcing, Treatment, Supply, Usage, Wastewater, Reuse) • Efficient usage of available funding and ability to generate required funding / financing for the projects
Formation of Association of Water Utilities and Urban Local Bodies – An Institutional Approach • Possible Outcomes: • Enhanced technical and managerial capacities • Improved project implementation and management • Comprehensive approach for asset management and level of service • Single Point Responsibilities for maintaining / servicing all physical assets related to water supply and wastewater service (i.e., plants, mains, pumping stations, buildings, fleet, etc.) • Single Point Responsibility for Delivery and maintaining level of services
