Water Services Trust Fund Characteristics of Urban Poor Concept • + Use of formal and professional institutions = Water Service Providers • + WSPs under increasing regulatory framework: Regulated prices, quality, incentives and fulfillment of human rights • SUSTAINABILITY and HUMAN RIGHTS + Implementation mechanism: Nationwide call for proposals + all WSP submit proposals and compete; best proposals evaluated with range of criteria • AID-EFFECTIVENESS AND EFFICIENCY (Paris Declaration) + Development of national concepts and standards that are binding for all Donors and NGOs in line with National Strategies ALIGNMENT + Use of appropiate technology and clear poverty-orientation FAST-TRACKING OF ACCESS AND UPSCALING
Reaching the urban poor • Preparation of large-scale implementation tools through pilot projects with GTZ: Pilot Water Service Providers: Naivasha WSSC, Oloolaiser WSC, Mavoko EPZA • Results: • - Total No. Of Water Kiosks: 16 • Estim. Beneficiaries (additional access to safe water): 17119 • Budget: 7 Mio KES – 77,000 Euro • + using WSTF concept: Nzoia WSC with 6 Kiosks and 6000 beneficiaries • 2 Pilot public sanitation facilities in Naivasha (1) and Oloolaiser (1) • Community mobilization • Formation project task teams (with key-stakeholders, leaded by WSP)
