WSTF Support during project implementation • Capacity backup in engineering, social and financial fields through Field Monitors and WSTF staff • Review of project scope (engineering, social and financial) and approval of the same • Timely release of project funds • Provision of guidelines on project implementation, reporting and accountability • Arbitration in case of conflict between WSPs and Field Monitors • Provide direction in consultation with other stakeholders on issues adversely affecting project implementation • Facilitate external audit of the projects in collaboration with the WSPs and WSBs
Expectations of the WSTF and other Stakeholders • Overall project management: • Follow good corporate governance principles • Make qualified staff available for project implementation • Participate in the Project Task Team • Support- and cooperate with the Field Monitors • Make timely and accurate reports (to WSBs and WSTF) on project progress and challenges faced • Coordinate main project activities with the WSB • Ensure quality, accountability and transparency
Expectations of the WSTF and other Stakeholders • Project Implementation (Financial issues): • Transparent procurement procedures & practices • Transparency during the awarding of contracts • Proper management & accountability of the use of funds • Immediate reporting on irregularities • Ensure (during project operation phase) a collection efficiency of 95% or higher in project area • Aim to cover all O&M costs in project area • Responsible use of project savings
Expectations of the WSTF and other Stakeholders • Project Implementation (Technical issues): • Ensure the quality of technical works ! • Ensure that sufficient quantities of water reach the project area • Ensure proper maintenance & repair of project infrastructure • Provide water of good quality • Prevent vandalism of project infrastructure • Guarantee that all connections in the project area are legal & metered
Expectations of the WSTF and other Stakeholders • Project Implementation (Social issues): • Provide sufficient attention to the land issue! (>> sign MoU) • Ensure the quality of the accompanying measures! • Aim to have residents participate in all phases of the project • Be aware of potential tensions & conflicts in the project area • Do not give in to existing cartels and other informal providers • Ensure that tariffs are approved by the Regulator • Establish a strong and lasting presence in the low income areas • Provide a good service and customer care • Resolve all conflicts in the project • Ensure gender mainstreaming in projects
Lessons learned during previous Call for Proposals • Acquisition of land!!!!: You have to be pro-active! • Misuse of Funds:Avoid over expenditure of budget lines! Avoid expenditure on illegitimate activities! • Flawed Procurement:Delays in implementation Budget overruns Contract management problems • Implementation period: The implementation period is 6 months, stick to it! 9
