Presentation Outline • Country Specific Data • DIESEL Project • Bangkok Diesel Emission Factors • Diesel Emission Reduction Options • Retrofit • Inspection/Maintenance • Alternative fuels • Transportation Management • Challenges Ahead
Country Specific Data (1) • Thailand - Population 65 million • Density 123/sq.km • Bangkok – Population 6 million • Density 3,592/sq.km • * Registered number in 2005
Air Quality Trends in Bangkok Bangkok, like other Asian Cities, is facing with air pollution problems, especially Particulate Matter (PM). Monitoring data shows that PM10 concentration is decreasing (both Roadside and Ambient) Page 5 /22
DIESEL Project The “Developing Integrated Emission Strategies for Existing Land Transport (DIESEL) Project” • Developing a comprehensive understanding of in-use diesel vehicles • Testing various emission control options • Improving decision-making tools for better urban air quality in Asian cities.
Bangkok Diesel Emission Factors DIESEL Test Protocol =160 vehicles 50 Light duty vehicles 50 Diesel buses 60 Diesel trucks Testing on Chassis Dynamometer
Policy and Technical Options • The DIESEL Project has selected 4 potential options to reduce diesel pollution in Bangkok which are: • Retrofit • Inspection/Maintenance • Alternative fuels • Transportation Management
Diesel Pollution Reduction Options Option 1 Retrofit Bangkok Diesel Retrofit Demonstration Project • Convene diesel retrofit stakeholder working group • Identify appropriate fleets to test retrofit technologies • Facilitate private sector technology demonstrations • Complete retrofit testing and analysis, including costs and health benefits • Formulate improved policies, and complete action plan for technology adoption and dissemination • Major Partners • PCD • USEPA • USAID/PADCO • Johnson Matthey • Englehard • Major Fleets in Bangkok
Bangkok Diesel Retrofit Demonstration Project DOC Trial DPF Trial Installed 18 DOCs 14 HDD 4 LDD 5 Public buses 6 Fixed route buses • 3 Advanced DPFs • 3 PFFs 4 School buses • DPF 4 Light duty diesel vehicles • PFF 5 Trash trucks
Diesel Pollution Reduction Options Option 2 Inspection and Maintenance (1) • Major Activities • Convene I/M stakeholder working group • Identify challenges and gaps in existing I/M policies and practices • Identify improved I/M policies and practices through policy formulation workshops, technical exchanges, trainings and technology demonstrations with U.S. cities • Implement public awareness campaign to catalyze public pressure to support policy improvements
Diesel Pollution Reduction Options Option 2 Inspection and Maintenance (2) Current Projects • Promoting Preventive Maintenance Practices in Private Bus Fleets in Bangkok • Technicians training • Emission monitoring • Develop appropriate maintenance manual for Bangkok bus fleets • Link maintenance best practices to appropriate practices in Bangkok Major Partners • PCD • USAID/PADCO • Private Bus Association • Private Bus Club
Diesel Pollution Reduction Options Option 2 Inspection and Maintenance (3) Output • Preventive Maintenance Manual • Preventive Maintenance Training Courses • Cost-analysis of doing preventive maintenance practices in private bus companies • Emission and fuel consumption reduction from diesel vehicles in Bangkok
Strong Support from Government on: Biodiesel Community Base Commercial Base (B10) CNG Other considerations: Low Sulfur Diesel Fuel (Current 350 ppm) Electric Vehicles Diesel Pollution Reduction Options Option 3 Alternative Fuel & Low Sulfur Fuel
Diesel Pollution Reduction Options Option 4 Transportation Management Effect on changing number of vehicles on the road and driving pattern due to: • Expansion of Skytrain and Metro system • Express way • Urban planning Estimate by using traffic models
In-depth data used Long-term sustainability and continuous updating of information From strategy to real-world implementation Dissemination of possible strategies to other cities Lesson learn from Bangkok Challenges Ahead
