The organizational structure and evaluation of its current state Institutions responsible for the statistics of the general government sector of the Republic of Armenia: Government Finance Statistics (GFS): - The Ministry of Finance of the Republic of Armenia (Ministry of Finance RA) and the National Statistical Service of RA National Accounts Statistics (NAS): - The National Statistical Service of RA Consolidated accounts of the general government sector: - The National Statistical Service of RA 3
The organizational structure and evaluation of its current state • Data sources • Data are obtained from the Ministry of Finance as an • administrative register on the basis of the following • Legal documents: • - Law on State Statistics of the Republic of Armenia • - Law of the Republic of Armenia on the three-yearState • statistical work program • - Decision of the State Council on Statistics of RA on the rule • of statistical data submission • - Annual program of the State Statistical works • Specific agreement between Ministry of Finance and the NSS on • cooperation does not exist. 4
The organizational structure and evaluation of its current state • The following data are submitted to NSS: • For national accounts statistics: • - Quarterly and annual reports on performance of state and municipal budgets: • In the revenue side taxes and other revenues are • distributed across payers (government units, financial • institutions, non-financial resident units, foreign legal • entities, non-resident organization, individual • entrepreneurs, individuals) • The expenditureside is introduced in economic and • functional classifications separately on quarterly basis, in • cross - classification on annual basis. • For government finance statistics: • - Monthly and annual reportson performance of state and • municipal (local) budgets. 5
The organizational structure and evaluation of its current state • Dissemination of data • Government finance statistics • - the Ministry of Finance and the NSS (Finance statistics division compiles and disseminates data of the state budget monthly data and cumulative data from the beginning of the year, consolidated budget data for the year); • - there is a comparison between them • National accounts statistics: • - Macroeconomic indicators and national accounts • division of NSS compiles and disseminates accounts of general Government sector and consolidated accounts (annually). 6
Methodological issues • Government Finance Statistics • Data are compiled and published in accordance with • GFS standards 2001. • - Data of state budget until 2008 and municipal (local) • budgets until 2009 were classified according to the • Government Finance Statistics Manual -1986 (GFSM- • 1986), afterwards starting from 2008 state budget • and 2009 municipal(local) budgets were classified • according to Government Finance Statistics Manual • (GFSM-2001). • - For registration of operations the principle of accrual • method does not apply, instead of it the cash method is • used. 7
Methodological issues • Institutional coverage • Covers the central government and local controls. • Central government include: • - All units of government who exercise power over the whole • economic territory of Armenia. • - governance of 10 regions (marzes) not having budgetary autonomy • - The data on extra-budgetary funds are also included in the central government. • Local governments include data for the municipal budget.
Methodological issues • National accounts statistics: • SNА 93, ECC 95 , NACE 2. Implementation of 2008 SNAis in the process. • Brief description of the methodology is published: • - in A quarterly publication of the Socio - • economic situation of the Republic of Armenia • - in the Statistical Yearbook of Armenia • - in special thematic publications • - in the Declarations, documents from Quality of regulatory legal framework in the field of statistics, the purpose and methodology of statistics, its dissemination and other important information for users of statistics. • All publications are available in the web page of NSS RA. 9
Future work In order to improve the General Government sector statistics in the context of implementation 2008 SNA and the GFSM 2012 Carrying out organizational activities, the creation of inter-ministerial task force, conclusion of agreements between Ministry of Finance and NSS of the Republic of Armenia. Checking administrative data on general government and the evaluation of their coverage, quality and applicability for the compilation of national accounts. Identification of the changes contemplated in connection with the transition to the 2008 SNA and the GFSM 2012 and entering them into the forms submitted by the Ministry of Finance to the NSS for the compilation of general government accounts . The expansion of financial resources and statistical capacity in terms of staff and technical equipment. Training of staff, providing the best experience in organizational and methodological issues.
