Timing: 2007 - ongoing Strategic partners: UNECE Key stakeholders: State Committee for Water Management, Ministry for Environmental Protection, Ministry of Health, Country Water Partnership/Ukraine, NGO MAMA-86, and OSCE/Kiev office Policy packages: National and sub-national adaptation plans of water resources management Measures to optimize existing water resources management system (priority Dnieper basin) Search for alternative ways of electricity production due to possible reduction of hydro-energy production in the Dnieper cascade New approaches to irrigational agriculture Ukraine EUWI-EECCA Component

WSS - Overview • National Policy Dialogues on WSS in 4 countries supported by EAP TF: • Armenia – work on financing of rural WSS • Georgia – work on financing of rural WSS • Moldova – work on financing of urban and rural WSS • Kyrgyzstan – work on financing of urban and rural WSS • Ukraine – discussions on potential dialogue issues (IWRM dialogue ongoing lead by UNECE)
NPD in Armenia • Focus on financing rural water supply and sanitation • Inquiry into minimum water supply standards for rural • Main partner: State Water Committee • Strategic partner: OECD • Final dialogue meeting 25th January 2008 • Outputs: • Baseline report • Minimum water supply standard paper • Scenario options paper • Final report due by first week of January • Minimum rural water supply standard provides input to legislative process
NPD in Moldova • Focus on financing urban and rural water supply and sanitation • Main partner: Ministry for Local Public Administration • Strategic partner: OECD • Final dialogue meeting took place on 8th November 2007 • Final report (short version) available (long version under finalisation) • Impacts and findings: • Influencing development of national government strategy for WSS • Possible continuation of dialogue on integration of financing strategy into budget process is under consideration • Possible follow-up under discussion
NPD in Georgia • Focus on financing of rural water supply and sanitation • Main partner: Ministries of Economy and Finance • Strategic Partner: OECD • Work launched at dialogue meeting in April 2007 • Work is based on previous work on financing urban water supply and sanitation • Data collection effort to plug data gaps un rural areas • Next dialogue meeting planned for June 2008 – presentation of different development scenarios • Completion of this first phase of the dialogue by October 2008
NPD in Kyrgyzstan • In framework of EU-CA sub-group of EUWI EECCA component • NPD involves EC, UNECE, UNDP, EAP TF • NPD on WSS is lead by Ministry of Economic Development and Trade • Strategic partner: PECD • EAP Task Force support focuses on a policy dialogue on the financing of WSS • Kick-off meeting took place on 8 of April 2008 • Preparation of base-line scenario under way • Next meeting, to discuss baseline scenario, scheduled for September 2008
