Traditional model Central Government Local Government Schools
Current model (where we are now) Central Government Local Government/ Teaching schools Schools/ Academies
Future model Central Government Local Government Local authorities Official partnerships School partnerships Private companies Schools/ Academies
The Focus of leadership • Leadership to improve teaching and learning is top priority • Teaching will be judged by much more than observation • Narrowing achievement gaps • Pupil premium impact • Risk assessment • Decision making about structural solutions where step change has not worked
What has the most impact on how much pupils’ learn and the amount of progress they make? • Having a good headteacher/strong leadership in the school? • Family income? • Having a good class teacher? • Family support for learning? • School culture/peer group valuing learning? • Community support for the school?
Teacher Effectiveness • Individual classroom teachers account for more of the variation in students’ learning gains than any other factor • That includes factors such as expenditure, leadership behaviours, school culture, social disadvantage • Recruitment, support and retention of effective teachers must be key-along with training/development and performance management
How do we know who are the most effective teachers? • Colleagues observing lessons? • Pupils’ test scores? • Pupils’ ratings? • Parents’ ratings? • Ofsted ratings? • Colleagues (including senior managers)
Key indicators of effective teachers • Pupils’ test scores • Pupils ratings
