Purpose: To provide concise information to internal and external stakeholders on effectiveness of LA in supporting schools • for ourselves –to inform development of services • to schools – as our partners and to justify spend • to members/council – to show value for money • to Ofsted – new inspection of LA role • to DfE – to demonstrate effectiveness of local approaches 2013 School Effectiveness Impact Evaluation

Very high satisfaction rates with bought-back services • Levels of buy-back through SLAs exceeded targets in 2013 for all areas • Reduced dependency on Schools Forum with 43% income for schools’ services coming direct from schools • 77% of Primary schools have purchased bespoke school improvement packages for 2013-2014 • EEC bookings up by 50% in 2012-2013 and Central Training Programme growing • Successful bids for external funding included: • Ealing Music Partnership • Extended services localities and targeted community projects. Engaging Migrant Parents and Children project • Ealing School Teaching Alliance Objective 1: Develop a cost effective model for securing a sustainable high quality service for schools after 2013

  12. 14 Pri/Spec schools moved from satisfactory to good • 4 moved to outstanding • Significant improvements in 8 out of 12 schools subject to additional monitoring/challenge/support • Impact of LA support positively reported by Ofsted in 29 schools inspected • Significant improvements in KS1 ( 25 schools improving by 5 points+) • Overall outcomes at KS2 look good but variation still too big • Pupils with SEN in Ealing continue to perform better than pupils with SEN nationally • GCSE 5A*-C results up to 60% but gap growing between schools • 3 secondary schools exceeded FFT D estimates top 25% but 4 did not make FFT A bottom 25% Objective 2: Raise standards, close achievement gaps, remove barriers to learning to secure best possible outcomes

High levels of engagement in nationally accredited programmes…. • 68% Primary Inclusion Managers have national SENCo award • MLDP delivered to 80 middle leaders across phases by 12 trained school-based facilitators • Ealing Teaching School Alliance established 2013 with leadership post funded by 12 schools to develop school to school support offer • 12 secondary schools have signed up to extensive data agreement • Big increase in governors attending training (26%) but needs to double • Engagement and attendance at leadership briefings, seminars and networks very good across phases • CPDonline has significantly improved access to the programme by schools • Primary school to school support partnerships with Wandsworth; Barnes; Harrow and Hounslow very successful Objective 3: Build capacity for sustainable improvement by developing leadership and school-to-school partnerships
