Background and History ITDS • An integrated, government wide system • Electronic collection, use, and dissemination of the International Trade and transportation data • Includes data Federal agencies need to perform their missions • “Single Window Filing” concept • A single place for the Trade to submit all the required standardized commodity and transportation data, the Standard Data Set (SDS), pertaining to an import or export transaction • Data goes to all government agencies legally authorized to receive such information • Numerous Federal agencies are involved in International Trade • Many of which participate in the import, export and transportation related decision making processes • Agencies also use the data submitted to monitor and report on trade activity • Initial pilot developed pre-9/11 • ITDS development ended • Folded into the ACE hence (ACE/ITDS)

Background and History ACE • Response to Customs Modernization Act (Mod Act) of 1993 • CBP Initiative to modernize its cargo processing systems, including ACS and other legacy systems • ACE represents a portion of CBP modernization efforts • Development contract awarded to the ACE Support Team (AST) in 2nd Quarter 2001 • Investigation, Human Resources and Passenger Processing not in ACE scope • ACE Capabilities are grouped into two Release Categories: • Secure Cargo Management • Screening and Targeting (S&T)

SAFE Port Act of 2006 • Security and Accountability for Every Port (SAFE) • H.R. 4954 amends Tariff Act of 1930 • Mandates that ITDS be implemented at the same time ACE is implemented • “All agencies requiring documentation for clearing or licensing the importation and exportation of cargo…” • Oversight by Secretary of Treasury • Data elements must be consistent with applicable standards established by the World Customs Organization and the World Trade Organization

M1 in Focus • Data in M1 is manifest information provided by carriers • E-Manifest for rail and sea • Multi-Modal Manifest (MMM) reporting capability • Improved capability for tracking and closing in-transit cargo on its journey in, through, and out of the U.S. • Integration of cargo stowage plans for container vessels (BAPLIE) • Empty Container Tracking

M2 In Focus • Linkage of Bill of Lading, entry, and vessel arrival and departure data • Entry data • Major strengths - Best commodity specification, Only source for value • Major weakness - Shipper data tends to have poor geography • Manifest data • Major strength - Best source for tonnage trip by vessel • Major weakness – No value information • Vessel entrance and clearance data • Major strengths - Only source for sailing draft, Best source for U.S. dock information • Major weakness – No commodity information
