Next Generation Network is Dept of Navy’s initiative to create the consolidated network infrastructure to support DON’s future: It will replace the NMCI infrastructure and desktop services It will consolidate the remaining non-afloat DON network infrastructure It will be the DON cyber defense infrastructure It is the DON’s reliance on information technology as a core component of Naval Capability 4

Consolidated Afloat Network and Enterprise Services is the Dept of Navy initiative to: Create the next generation of shipboard networks The first attempt to virtualize the computing hardware aboard ships The first attempt to support a Services Oriented Architecture in Department of Navy The first attempt by DON to separate client-server mission critical systems into decoupled hardware and software components managed across separate Program Management Offices 5

Maritime Domain Awareness is the Nation’s initiative to improve our knowledge of vessels and goods moving across the maritime domain in support of law enforcement or military operations: Is an early Services Oriented Architecture system Coupled into DISA, Coast Guard, and other resources Was initially stood up in less than 18 months from idea to deployed functionality MDA is an example of what today’s information technology promises to our National defense 6

19. DoD Directive 5000 DoD Directive 5000 is the policy “bible” for acquiring material systems and infrastructure for the Department. The stated purpose of this policy directive is: 3.1. The Defense Acquisition System is the management process by which the Department of Defense provides effective, affordable, and timely systems to the users. 4.2. states that the primary purpose of Defense acquisition is: ‘... to acquire quality products that satisfy user needs with measurable improvements to mission capability and operational support, in a timely manner, and at a fair and reasonable price.’ 19

SOA and virtualized hardware both lower the barrier to entry for developers Smaller businesses will innovate and win business Large business will both systems integrate and develop SOA apps Operational commands will look for business to tailor SOA for operational needs Government will have more options for developing mission capabilities New information agility will create more than enough work for capable developers, both large and small 21
