2.1 Overview Turkey Ankara-Istanbul High Speed Railway Project Contract Signed in Nov. 2006 Construction Started in Sept. 2008.
2.1 Overview Turkey Ankara-Istanbul High Speed Railway Project Length: 154Km Speed: 250Km/h Construction Period: 3 Years Contract Value: USD 1.27 Billion
2.2 Project Financial Solution The financial solution of total contract value, USD 1.27 billion, is arranged as follows: • Chinese portion of USD 720 million comprising Preferential Export Buyer‘s Credit and commercial loanfrom China EXIM Bank b. Turkish Portion of USD 550 million financed by Europe Investment Bank

COSTS COSTS COSTS 3.1 Lower Costs Taking advantage of notably lower costs of China High-speed Railway, CMC shall fully optimize the project proposal and greatly save costs for the project owner.

4.1 CMC-CRCC Consortium CMC and China Railway Construction Corporation (CRCC), shall bind as CMC-CRCC Consortium to undertake the High-speed Railway Project under an EPC contract with the Owner. World Famous Consulting Corporation
4.1 CMC-CRCC Consortium Services of CMC-CRCC Consortium The scope of service of CMC-CRCC Consortium shall include the following parts: • Project Financial Solution • EPC Works • Supply of High Speed Train Set • Operation Management
4.2 Project Financial Solution • Chinese banks may provide relevant credit loans for the works section carried out by Chinese contractor in the whole project. However, if necessary, Chinese contractor could subcontract parts of such works financed by Chinese banks to foreign subcontractors. • In principle, the credit loans from Chinese banks consist of three types: • a. Government Concessional Loan • b. Preferential Export Buyer's Credit • c. Commercial Loan
4.2 Project Financial Solution Government Concessional Loan • 1. General Terms: • a. Interest Rate: 2~2.5% per year • b. Repayment Period: 15~20 years • c. Currency: RMB Yuan • 2. Application: • a. G to G Agreement • b. Sovereign Guarantee • c. No Export Credit Insurance • 3. To be executed by China EXIM Bank
4.2 Project Financial Solution Preferential Export Buyer's Credit • 1. General Terms: • a. Interest Rate: 2~2.5% per year • b. Repayment Period: 15~20 years • c. Currency: US Dollar • 2. Application: • a. G to G Agreement • b. Sovereign Guarantee • c. No Export Credit Insurance • 3. To be executed by China EXIM Bank
4.2 Project Financial Solution Commercial Loan • 1. General Terms: • a. Interest Rate: Libor + 3~4% per year • b. Repayment Period: 15~20 years • c. Currency: US Dollar • 2. Application: • a. Guarantee by banks or other finance organization, acceptable to Chinese financing banks • c. Export Credit Insurance by SINOSURE • 3. To be executed by China EXIM Bank or other Chinese banks
4.2 Project Financial Solution • As for the high speed rail (HSR) network in Scandinavia, we propose: • Preferential Export Buyer's Credit + Commercial Loan • (if possible) • for Chinese portion
4.3 EPC Project The High-speed Railway system shall mainly contain the following key technical systems: Survey and Design, Chinese railway design institutes + international consultancy companies Civil Works, Chinese construction company + local subcontractors Traction Power Supply, Communication & Signals Equipment, Chinese integrators + worldwide famous system suppliers Transport Scheduling and Passenger Service System, Chinese contractors + local partners
4.4 Supply of High Speed Trainset Supply of high speed trainset: Chinese manufacture + foreign key components suppliers
4.5 Operation Management (I) Operating Scheduling Chinese operating scheduling system can meet the scheduling demand of interval of 3 minutes. Chinese system suppliers + local partners (II) Repair & Maintenance Routine inspection and repairing as well as maintenance: Chinese contractor + local partners (III) Training High-level modern training center shall be built, covering professional knowledge training, simulation, practical operation, remote training, etc. Chinese contractor + local partners
4.6 General Proposal For the high speed rail (HSR) network in Scandinavia, we propose: International Design + Chinese Engineering & Construction plus High Speed Trainset based on Chinese Loan
