5th ISC Meeting – Issues (1) • The Agency has set the target of reducing delays and denials toan insignificant level by 2013. • ISC endorsed many tools made available to empower RCs and NFPs. • ISC Structure has been proposed to integrate NFPs, RCs and the ISC Management Team (New structure)
5th ISC Meeting – Issues (2) Discussions have identified: • Urgent need to recruit additional suitable NFPs • Need to clarify the roles of the different elements within the overall ISC structure. • Need to achieve better reporting of delays and denials. • Need to ensure there is a common understanding of what constitutes a delay and/or denial. • That the Action Plan is too lengthy and unclear.
5th ISC Meeting – Issues (3) The 5th ISC Meeting has progressed these needs in the following ways: • Addressed roles and responsibilities within the overall ISC structure and the ISCs future direction. • Definition of Delays and Denials • Special treatment for delays and denials related to national or local regulation. • Identification of priorities for database development and analysis. • Framework for the communications toolkit has been developed. • Action Plan reviewed and a process to refocus this in line with new ISC structure has begun.
5th ISC Meeting - Issues (4) Issues not addressed: • Definition of the regional groups (geographic) • By the Secretariat (still in discussion with MT-ISC, for America as a whole) • Training and education • TM in 01/2011 on Communication Strategy; • TM on simplified training and e-learning package in 03/2011) • Translation of material • Identify for when national regulations are more restrictive than international regulations for transport of Class 7 • DenSec will take action with ISC-MT to contact NFP • Funding and resourcing
5th ISC Meeting – Agreed actions (1) Secretariat Specific • Actively pursue the recruitment of suitable NFPs in collaboration with RCs • Identification of senior RC per region, to take contact with Permanent Missions (69 MS with NFP, North America without NFP and RC, • Establish a Denials Secretariat • Contacts taken with UN-ECE, ICAO and IMO, to be formalized • Improve Database Control • Access restricted to DenSec, to be extended to RCs • Anonymize the reports provided by industry. • Reconstitute ISC in line with proposal to integrate Regional and National Networks • RC to be integrated as ISC members.
5th ISC Meeting – Agreed actions (2) Secretariat Specific • Strengthen links between ISC and higher policy levels. • Report to BoG (through Chairman ambassador (UK)) • Develop specific web pages • The PACT web page format is at IAEA clearance level to launch the project (http://cancer.iaea.org/index.asp : IAEA’s umbrella programme for combating denials of shipment) • Development of further communication material subject to resources. • Communication toolkit to be incorporated on the basis of ISC5-WG3 recommendations) • Develop handbooks for all participants within the ISC structure. • Denial Network Handbook draft has been circulated among RCs and ISC-MT, then to NFPs.
5th ISC Meeting – Agreed actions (3) Secretariat Specific • Coordinate in conjunction with RCs, regional workshops November 2010 – subject to availability of resources. • 2nd Workshops on denials of shipment are planned for 2010-Q4 for Africa, Asia-Pacific and Latin America • To identify specificities of each region and presented to RCs and jointly propose TC funding for current and future projects. • TC projects are initiated for workshops (LA, AF) and for training (LA: Panama, Columbia; AF)
5th ISC Meeting – Agreed actions (4) ISC Management Team Specific • Report to the higher policy level • Report to BoG (through Chairman ambassador (UK)) • Management Group meeting for Steering Committee planned during General Conference in 09/2011 • Coordinate and manage ISC activities throughout the year. • Monthly conference call (MT-DenSec), reports available on http://ns-files.iaea.org/fileshare/rit/default.asp?fd=774 when validated. • With authority provided by IAEA and based on validated data, subject to request, represent the ISC at senior levels with key stakeholders.
5th ISC Meeting – Agreed actions (5) Others • Action Plan Working Group • Complete review of action plan by end of March 2010 • Included in ISC5 report (Annex 10) • Communication Working Group • Continue to define the framework and populate toolkit with materials • Discussions with WNA and outreach journalist taken. • CS to develop brochures aimed at carriers planned in 01/2011 and 09/2011. • TM for Communication Strategy for DoS planned in 01/2011.
5th ISC Meeting – Agreed actions (6) Others • NFPs • Provide material for IAEA Web Folders of use in training and communication. • Communicate with industry in their respective country regarding ISC existence and mandate and their own role as NFP. • Inform industry of database confidentiality control. • Feedback on these items will be provided during workshops, also on NFP contribution to establish their National Network
5th ISC Meeting – Agreed actions (7) Others • Regional Coordinators • To the extent possible assist IAEA in identifying and encouraging additional suitable candidates as NFPs. • RCLA reminds all LA Permanent Missions • Coordinate regional workshops in conjunction with the Denials Secretariat. • 2nd workshops planned (programme defined, location to be confirmed, attendees defined, training defined, …)

Workshops on denials of shipment (2) • 3-day Workshop • Strengthen the regional network (NFPs, RCs) • Analyze the work done since the 1st workshop • Provide an updated Regional Action Plan • Improve communication between the actors of the new structure (NFPs, RCs, ISC, Denials Secretariat, Stakeholders) • Familiarize participants to the reporting format • Clarify the roles and responsibilities of NFPs and RCs • 2-day Training Course • Special focus: Customs with the participation of UNODC
