Background • 2007 MPCA Solid Waste Policy Report identified need for stakeholder process to bridge the goals of the Waste Management Act and MCCAG (GHG reductions) • MEI hired to design, lead and facilitate process • 17 member Work Group • Charge:Develop a plan to achieve greenhouse gas reduction through integrated solid waste management • Focus: 4 population centroids where majority of waste is generated (Duluth, Rochester, St. Cloud, Twin Cities) • GHG Goal: 52.5 MMTCO2e for all 4 centroids by 2025, 43.5 MMTCO2e for Metro centroid • Timeline: Meetings from Dec 2008 to Dec 2009

Centroids • Twin Cities Area: Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, Washington and Wright Counties • St. Cloud Area: Benton, Sherburne and Stearns Counties • Duluth Area: Carlton, Cook, Lake and St. Louis Counties, and the Western Lake Superior Sanitary District • Rochester Area: Dodge and Olmsted Counties

Recap Summer Work • Sub-groups were formed in each centroid to develop scenarios to meet centroid GHG goals • Centroid sub-groups significantly helped to move the process forward with their work • Metro centroid created 3 scenarios to meet Metro GHG target • Thank you Metro Centroid Sub-Group Members!

Extended producer responsibility/Product stewardship Maximize WTE capacity and efficiency Volume-based pricing Recycling legislation (mandate 60% by 2025) Pre-processing of MSW Incentives for commercial and institutional recycling Results in 2025 Source reduction: 5.9% Recycling: 55% Organics: 3.1% WTE: 36.7% LF: 5.2% Scenario #3 GHG REDUCTION: 44,538,311 MTCO2e

Schedule for Rest of Process • Sept-Nov 10: Work Group creates draft recommendation plan by reviewing centroid plans and potentially suggesting new ideas • Nov 16-30: Online Public Comment Period on Work Group Draft Plan hosted by MEI • Nov 18, 5-7 pm: Public Meeting for Comments • Dec 9: Final Work Group meeting • Dec 31: Report due to MPCA Commissioner

Strategy Development Update • Source Reduction: 7 strategies to date, 5 supported by consensus (1.3 – 1.8), 2 supported by majority (1.1, 1.2) • Recycling: 8 strategies to date, 6 supported by consensus (2.2 – 2.8, 2.10), 1 supported by majority (2.9), 1 in revision (2.1) • Organics, WTE and Landfill strategies will be reviewed and voted on during 10/29 meeting • Supporting Strategies and New Strategies will also be created and reviewed for plan
