October 2008 • The Xavier Estates Catholic Community sent a formal request letter addressed to Archbishop Ledesma for the commissioning of the new chapel including authority to celebrate the Holy Sacraments which covers Liturgical Mass, Weddings, Baptism and Confirmation. • The Archbishop Ledesma responded favorably on the subject request by sending the Liturgical Commission responsible in the evaluation, inspection and to submit a recommendation on the liturgical acceptability of the Chapel design.
October 2008 3. Archbishop Ledesma designated Fr. Boy Salvador to meet with the OLGCC Pastoral Team including representatives of A Brown Co. & XEHAI to formulate the “Guidelines on the Use and Operation of the Chapel” under a one-year provisional period which grants authority to Our Lady of Guadalupe Catholic Community to celebrate Holy Masses and other sacraments in the Chapel until December 31, 2009 under a pre-condition that will allow A Brown Co. (subdivision developer and listed owner of the Chapel) a one year lead time to consider DONATING the CHAPEL to the Archdiocese for it to be considered as an official part of the St. Francis Xavier Chaplaincy.
December 25, 2008 • Actual commissioning of the Chapel • Fr. Boy Salvador representing Archbishop Ledesma formally announced the agreed “Guidelines on the Use and Operation of the Chapel” including the governance mechanism designating it as part of the St. Francis Xavier Chaplaincy under the Pastoral control of the designated Parish Priest. • A Brown Company designated XEHAI to take the lead in the upkeep and maintenance of the Chapel while the Liturgical administration shall be handled by the OLGCC Pastoral Team.
October 2009 • OLGCC made follow up meeting with A Brown Co. & XEHAI to formally inquire the status of the DONATION, we were informed by Mr. Robert Pizarro that they have decided NOT to DONATE the Chapel to the Archdiocese. • Mr. Pizarro informed the OLGCC Pastoral Team that A Brown Co. has decided to designate the Opus Dei Group to take over the management of the Chapel. • Upon learning of this decision, we initiated consultations with the members of the Our Lady of Guadalupe Catholic Community resulting to a unified position to Turn-Over the Chapel Management back to XEHAI thus paving for the Dissolution of the Chapel Pastoral Team effective January 1, 2010.
November 22, 2009 • OLGCC Consultation/Dialogue with XEHAI represented by Roberto Ansaldo and Dante Agustin. • Dante Agustin informed the OLGCC that A Brown Co. committed to provide continuing Sunday Masses by January 2010
November 23, 2009 • OLGCC sent a formal letter to XEHAI indicating Turn-Over of Chapel Management back to XEHAI effective January 1, 2010. December 4, 2009 • In receipt of official acknowledgement letter from XEHAI
December 14, 2009 • OLGCC sent an official letter addressed to Archbishop Ledesma thru Monsignor Villamil regarding the Turn-Over of Chapel management back to XEHAI & A Brown Co and the Dissolution of the Chapel Pastoral Team.
December 24, 2009 • Monsignor Villamil made an official announcement during the Christmas Eve Mass that St. Francis Xavier Chaplaincy will no longer provide regular Sunday mass services & other sacraments inside the Our Lady of Guadalupe Chapel effective January 1, 2010. This decision is in connection with the expiration of the provisional authority granted by Archbishop Ledesma which will formally end this December 31, 2009. • Monsignor Villamil also informed the community that any services taking place inside the Chapel beyond December 31, 2009 shall have a prior clearance of Archbishop Ledesma. He added that effective January 1, 2010 the Our Lady of Guadalupe Chapel is considered a “Private Chapel.”
SUMMARY of OLGCC Position & Stand • That the Catholic Community was very clear from the very start that we demand the donation of the Chapel. Under this condition, the Xavier Estates Chapel will now be considered a “Private Chapel” due to the non-donation. As stipulated in the provisional authority issued by the Archbishop on Dec. 25, 2008, the continuing provision of Sunday mass services and other sacraments in the Chapel beyond December 31, 2009 as stipulated in your Provisional Authority. • That it is NOT the decision of Monsignor Villamil, the Parish Priest, to stop conducting Sunday Masses effective January 1, 2010. His announcement was merely in conformity with the “Guidelines” set on the expiration of the provisional authority granted by Archbishop Ledesma. • That we DID NOT authorize A Brown Co. and XEHAI to make any representation in behalf of the Catholic Community at Xavier Estates.
SUMMARY of OLGCC Position & Stand • The Xavier Estates Catholic Community may access the regular Sunday mass services and other sacraments at St. Francis Xavier Chaplaincy Church at Pueblo effective January 1, 2010. • The Xavier Estates Catholic Community will pursue its regular activities such as the Weekly Cenacle Prayers, Fellowship Activities, its representation and support to the St. Francis Xavier Chaplaincy. • That for the last 12 months of pastoral care of Msgr. Villamil, we find his management style and his exercise of fairness and equality among the various villages under the Chaplaincy, acceptable. We also dispute any claims that he is difficult to deal with. The truth of the matter is, to a great extent, he allows broader participation and involvement of the Lay in the major decisions of the Chaplaincy thus resulting in visible completed projects and activities. We had more successes this time under the stewardship of Msgr. Villamil far better than his predecessors.
SUMMARY of OLGCC Position & Stand 7. Point of inquiry on the basis of the “status quo” decision of Archbishop Ledesma as announced by Fr. Salvador last December 31, 2009. Specifically, we raise the following questions: • Absence of any consultation with OLGCC. If there was any, who represented the Xavier Estates Catholic Community? • Why was the Parish Priest not consulted with the decision? • Why has Monsignor Villamilbeen singled out as the reason for the NON-DONATION? Unconfirmed reports indicate that he has made it difficult for A Brown and XEHAI to coordinate with the Parish Office; it is the Chapel Pastoral Team that handled coordination with the Parish Office and NOT A Brown or XEHAI and the Pastoral Team has not experienced any difficulty in coordination activities with the Parish office.
