NuLeAF update, November Key Objective of the Overall SNM relocation Project • To reduce NDA security and future processing costs at Harwell site by transferring Waste and Nuclear Material to Sellafield. Scope • The permanent transfer of identified material (Dragon Fuel, Low Enriched Uranium, Contact Handled ILW &Concrete Lined Drums) for treatment and/or long term storage at Sellafield. • Some additional infrastructure works at Harwell. • All of the identified material must be transferred to realise the benefits. Benefit • Cost saving to NDA of £145M (£42M discounted). • Enhanced protection of material from the developing Sellafield Security Infrastructure. • Reduces the impact of potential security increases at Harwell.

NuLeAF update, November Current Position Collaboratively Developed Business Case has been prepared and approved by SL and RSRL and submitted to NDA in September, it has subsequently passed the NDA assurance review and internal Gate C and has been submitted for approval. NDA considering this along with responses to the ‘credible and preferred options ‘ paper. Technical and operational solutions have been identified. Opportunities for LEU recycle and reuse of existing store for CLDs being pursued. Forward work Gaining the required Planning Approval at Sellafield. Concluding the rail/road transport logistics. 3

  4. NuLeAF update, November Key Objective of the Overall RSRL optimisation Project The NDA asked RSRL to produce a programme level business case (PLBC) for the acceleration of RSRL decommissioning. The underlying reason for this request was to bring forward a nuclear site closure resulting in significant cost reductions and achieving the ultimate NDA mission of returning a nuclear facility to a greenfield site. One key restriction on the PLBC was that it should be carried out within the existing funding guidance, or close to it. In order to achieve the goal of early site closure, both sites were considered, but it quickly became clear that Winfrith could be closed earlier that Harwell. The team reviewed and revised the current decommissioning programme for Winfrith and achieved major improvements in costs and schedule over the existing programme. 4

NuLeAF update, November Current Position • Programme Level Business Case has been prepared and approved by RSRL and submitted to NDA in September for approval. • NDA preparing a ‘credible and preferred options ‘ paper. • Technical and operational solutions have been identified.
