Initial Guidelines • Group will recommend that the 15 minute scheduling intervals should be fixed • xx:00, xx:15, xx:30, and xx:45. • Group will recommend continuing with the established default ramp rates • 20 Minutes to top and 10 minute intra-hour
Initial Guidelines • Pre-schedule Submission – • The group initially decided on the following recommendations: • Submission in Pre-schedule of tags with 15 Minute profiles is allowed per Order 764. • Schedules can be submitted up to 20 minutes prior to the scheduling interval. • 15 minute profiles on one e-Tag is fine. • There should be no more restrictions for a pre-schedule tag than an hourly tag. • May need to be further vetted.
Task Force Subgroups - Coordination of Net Schedule Interchange • Chair – Marilyn Franz, NV Energy • Group has decided that any day ahead checkouts will be on the integrated value. • Group continues to work on intra-hour checkouts. Initial thought is check out before the hour for all break points in the hour and then checkout again upon change in the hour. • Next Call: November 5 - 10:00 PPT.
Task Force Subgroups - Transmission Pre-emption Intra-hour • Chair - KatheeDowney, PacifiCorp • Group recently discussed a guideline that was presented by Matt Richard. Based on the discussion, it was determined that pre-emption in the hour is required. • It was noted that PWX has asked FERC for some clarification on how firm intra-hour schedules will interact with non-firm hourly schedules. • Meeting held on November 1 to discuss the PWX clarification and other rehearing document prepared by Eleanor Padilla from APS.
Task Force Subgroups (Cont) • Interaction with Market Structures and Seams Issues with CAISO – Jim Price, CAISO • CAISO has an automated process for real time unit commitment – market optimization process – used by market participants to make adjustments. • Depending on MW volume between intervals this may be a challenge if there are significant changes in the system balance. They may need schedule changes to be submitted in the market 30-minutes before the start of intervals.
Existing Document Review • The task force reviewed NERC, WECC, and NAESB documentation to see if there are any impacts with 15 minute scheduling. • WECC Document Review –Jim Price, CAISO • Report due first part of November to group • NAESB Document Review – Matt Richard, PGE • Initial review did not reflect any issues
Existing Document Review • NERC Document Review – Kathy Anderson, IPCO • Some inconsistencies with timing tables in the NERC Standards with “on time” tags and the OATT 20 minute before the “scheduling interval”. Standards say 10 minutes before the ramp. • NERC IS group is meeting November 6th to further discuss 15 minute scheduling impacts on NERC Standards.
Monthly Report and Updates • October JGC report sent October 8th • November Report will be completed after the next larger group meeting set for November 7th. • Minutes from Task Force meetings can be found on the Task Force site on WECC website.
