How do the capabilities statements align with the big picture?It’s about supporting people to live within their community, to support high quality services and enable people to live as independently as they can. The purpose of the Transforming Care programme is to develop community-based support for people with learning disabilities and/or autism with challenging behaviour so that they can be discharged from mental health hospitals. Building the Right Support (published October 2015) is the national plan to reduce the number of people with a learning disability of all ages who are inpatients by between 35-50% during financial Year 2019/20
