Work Based Learning (WBL): Confindustria’s position • Confindustria contributes to the diffusion and development of “knowledge”. • The learning process is made up of several phases: work is a process of learning during which knowledge, skills and competencies are acquired through experience. • Formal, Non-formal and Informal training need the same recognition as learning outcomes. • In recognising non-formal and informal learning the aim is to make visible and to value the learning that has taken place in the “training enterprise”.

CONTINUING VOCATIONAL TRAINING: why doesn’t it work?Italian Enterprises System and Universities • Italian Enterprises System: 90% SMEs. • 24% “training enterprises”: 89% Large, 11% Small & Medium enterprises. -------------------------------------------------------------------------- • University programmes are still too academic. • Italian universities lack a suitable system for the recognition of learning outcomes acquired in non-formal and informal contexts (e.g. Credit Transfer System).

Confindustria’s proposal to enhance the collaboration Enterprise – University on WBL approaches and methods • According to Confindustria’s point of view on the strategic role played by the Continuing Vocational Training in the Knowledge Society, universities, at present, must improve two of the tools provided by the Biagi Law (2003) Stage/Tirocinio High & Vocational Apprenticeship

ASSOLOMBARDA EXPERIENCES: an example of best practice (testing of high apprenticeship) Starting point: article 50 Decree no. 276/2003: • Stakeholder: Ministero del Lavoro, Regione Lombardia, Assolombarda, Enterprises placed in Lombardia, Universities, Vocational Training School. • Target: 150 apprentices (15-29 years) with secondary school qualifications, tertiary vocational training certificate, Degree or Masters. • Main requirements: enterprises training capability; key figure responsible for the transmission of know-how (Tutor); development of individual training path. • Testing period: from 31/12/2005 to 30/06/2008.
