Charge The committee is asked to assess the general status of the NSLS-II conventional facilities and construction readiness in addition to the following specific topics: • The NSLS-II Conventional Facilities organization and staffing including the plan for developing the construction management capability required for managing the General Contractor. • The procurement and contractor outreach activities including the draft Request for Proposals and the ongoing interactions with the pool of prospective bidders. • The design management activities, in particular the management of the A/E firm. • The adequacy and quality of the cost estimates and schedules. • The plans for establishing the appropriate environment and incentives for the highest level of safety performance. • The options for managing contractor site access and safety training to ensure an efficient and effective process that meets BNL requirements. A report of the findings, comments, and recommendations from this review is required by June 1, 2008, prior to the DOE/SC Status Review scheduled for mid June.
