The Colorado Pilot Study • The Pilot Study Consisted of a 3 Step Process • Gathering Organizational and Participatory Information • Gathering Technical Information • Finding and Recommendations
Findings • Add Ditches / Irrigation Canals • Add Names / GNIS • Add Connectors • Dams and Reservoirs • Storm Water Features • Correct Errant Ephemerals? • Fix Network
Recommendations for Stewardship • Organizational Setup • Make Stewardship Official with MOU • Conduct Outreach Program • Determine Partners, Sign MOUs • Create NHD Advisory Board and User Group • Develop LOB for NHD in State
Make Stewardship Official • Sign MOU with Needs Specific to Colorado • Consider Timelines in Regards to Interaction with the USGS and Partners • The Colorado Division of Water Resources Should Be the Single Entity for Stewardship in Colorado • Consider Coordination with Bordering States • Consider Geographic “Holes” in the State Where There is Little Interest in Maintaining the Data
Conduct an Outreach Program • Get The Word Out • Convince Users and Their Agencies That The NHD is Critical to Their Mandates • Garner Funding at the Federal and State Levels to Support a Maintenance Program
Determine Partners • Draft and Sign an MOU Outlining Terms of the Partnership Within the Maintenance Process • Some Partners May Not Have The Ability To Make Edits Themselves But May Be Able To Contribute Funding The State To Make Edits • Overlaps In Service Areas Must Be Addressed With Each Agency • Track Participants and Edits
Create Advisory Board • Create NHD Advisory Board and NHD User Group • Board Should Consist of Federal, State and Private Entities • Board Should Consider What is Important to User Community • User Group Is Necessary For Consistent and Efficient Editing Practices • Wiki Type Site to Exchange Editing Tips?
Develop LOB for NHD • Develop LOB Applications for NHD in State • In Colorado, NHD will be used to track water rights source waters via GNIS ID. • CDOW uses NHD to track aquatic habitat via reach code. • Local agencies, watershed groups and Counties hope to start tracking water quality using NHD via reach code.
NHD Stewardship Issues • Level of Densification – Ephemerals? • When Should Local Resolution Be Incorporated? • Freeze a High Resolution Dataset for In-State Use? • Derivative Products? • What’s Important to Edit? • Frequency of Revisions • Should the State Train Others to Edit? • Certified Contractors? • GNIS Questions • Sub-Stewardships?
