NHD Stewardship • POC: David Anderson • Liaison: Frank Kenney • MOU: Signed
NYS Water Programs • NYS-DEC • Water Quality protection • Water withdrawal permitting • Water discharge permitting • Dam safety & Flood protection • NYC-DEP • NYC water supply watershed area • First sub-steward starting in ‘09 • Other • Health, Agriculture, GIS Coordinator, County & City water dept.
NHD Applications: Events • Event databases • FEMA FIS Scope • Water quality classifications • 305b/303d • Planned event databases • Stormwater outfalls • Permitted discharge outfalls • Stream improvement projects
Program • Staff • One person dedicated to NHD editing/update • Other GIS program staff spend some time on program management / advisory role • Interns • Advantages: low cost, we don’t have to do the work • Disadvantages: training expenditures, inconsistent quality
Current Update • Approximately ½ the state has been updated to NYS digital orthoimagery (NYDO) for features appearing in the state’s current “framework hydrography” • The state’s framework hydrography is generally much less dense than the NHD so this is not a complete update • Agreement with NYS GIS Clearinghouse to replace framework hydrography with NHD when update is completed • This work is being completed via a combination of the NYS-DEC / University at Albany partnership, a NYS-DEC / USGS workshare, and contractor support
Challenges • Resistance to adoption of event model in many programs due to the difficulty of event creation / editing (need to ‘franchise’ event maintenance) • Need to increase partner education & training • Need to transfer planning level events in NHD Plus to management database in High Res
Short Term Goals • Finish the current update and replace the State’s Framework Hydrography with the NHD (1-2 years) • Implement the HEM tools in NYS-DEC programs currently using events • Implement NHD/WBD Stewardship coordination • 2,500 square mile update by NYC sub-steward from ortho/lidar source, start ‘09
Long term plans • Continue as NHD Steward • Develop process / plan to accept updates from other entities including sub-stewards • Develop ways to integrate updated elevation data (LiDAR) into NHD update process
