TPUE / TPSPI : Technology Platform for Sustainable Power Industry Trends in power industry in European context VIII Špindlerův Mlýn, April 2013 Aleš Laciok, Chairman of Executive Board of TPUE / TPSPI
Technology Platform (TP) • Association of primary subjects (with an important role in industry) in a specific field which examines the strategic importance of research, development and innovation within the frame of its activity • In principle, it is a heterogenic association (R&D + industry + universities + …) • The aim of the Platform does not consist in financing of any particular R&D project (there is no financial mechanism for that purpose) • The Platform focuses on the creation of system environment to facilitate the formation of priority projects Several years ago many European Technology Platforms (stimulated by EC) started their activities (there are more than 40 of them nowadays) In consequence of that, several Czech Technology Platforms have been established (there was possible to get support for their activities from OPPI / OPBI [Operational Programme Business and Innovation) – TPs had to comply with specific requirements)
European Technology Platforms (ETP) • Zero Emission Fossil Fuel Power Plants (ZEP) • Sustainable Nuclear Energy Technology Platform (SNE-TP) • European Technology Platform for the Electricity Networks of the Future • (SmartGrids) • European Technology Platform for Wind Energy • European Biofuels Technology Platform • European Photovoltaics Technology Platform • Renewable Heating and Cooling • Technology Platform – Geothermal Electricity • Technology Platform – Implementing Geological Disposal
Platform TPUE/TPSPI - membership Association of legal entities for a common purpose (open association – with full and allied membership) – creation: May 2009 Search for wider consensus for suggestions: Vítkovice, TS ČR, other platforms,…..
Power engineering research at a crossroad EU Czech Republic • Reform of R&D - incomplete • Unnecessarily pointed conflict between basic and applied research • Unclear future of support titles for applied and industrial R&D • ……….. • Planning and reality: SET-Plan and link to Roadmap 2050 • Horizon 2020 as a part of MFF • New mechanisms of support but continuous losing of competitiveness • …………….
Goals of TPUE/TPSPI platform Two principal areas of activities: “International axis“ – strengthening of participation of Czech subjects in R&D in EU and activities of OECD; optimum formulation of interests in the participation in demonstrational projects (industry + suppliers + research) “National axis“ – better orientation of applied research and development at power industry needs (exploitability of products) and cooperation with the state administration on the formulation of research strategy for the power industry (priorities for R&D in the Czech power industry)
International axis - context of EU SET Plan (Strategic Energy Technology Plan) Necessity of availability/exploitability of technologies as of 2020 and prospectively also as of 2050 • Verification of new technologies for power industry practice + demonstrational units – verification of functionality upscaling + replication in practice (exploitation of a mix of industrial and public resources) • New forms of cooperation + technology platforms European Industry Initiatives (EII) + creation of EERA (European Energy Research Alliance) + synergy among local universities and their connection with practice + SETIS (information system administered by JRC) • More support for power industry R&D + focusing on platform-related themes already in FP7 (included in Work Plan 2011) + synergies of various resources (EU, national, industrial) – Joint Programming + Horizon 2020 (including EIT)
National axis - context of the Czech Republic • Applied and industrial research and development in power industry • Fragmentation and certain areas strongly reduced • + nuclear power industry maintained (ÚJV Řež – Technical universities) • + weak link between industrial subjects and technical universities • Weak participation in international R&D programs – e.g. in 7 FP • + inactive R&D subjects (lack of motivation, competences,..) • + weak support from the industry side (small attractiveness of FP) • Still weak concept for the support of R&D, questionably defined priorities – without respect for the selection of R&D projects • Weak cooperation between industry and universities, AV ČR (Czech Academy of Sciences) and research institutions • + inflexibility of academic institutions • + sometimes unrealistic definition of needs by the industry • + lack of suitable stimulation tools
SVA and IAP TPUE/TPSPI Research agenda (SVA) • Principal work document of TP, its purpose is to explore needs at all research levels in the long-term time horizon (10-15 years), to identify milestones and potential alternatives and to define priorities of technology development. SVA tries to overcome barriers of development, deployment and application of new technologies. These barriers may be connected with the organization of research, regulations, technical standards, financing, unwillingness to accept new technologies, lack of skill and training, etc. • What is the current situation in R&D • Whatare the spheres of interest of R&D for the future Implementation (IAP) • Document which defines specific activities, steps and requirements for the implementation of research themes, suggestions and potentials of technology development as described in SVA, as well as practical outputs of all these activities. IAP also describes how to change the environment and conditions to support research, development and innovations both at national and European levels, so that their growth is suitably stimulated, as well as their competitiveness and sustainable development. • Detailing of research themes • Suggestions for suitable measures
