Engineering and Construction Bulletin (ECB) 2008-01 Subject: Energy Policy Act of 2005 Implementation and USGBC LEED Certification Purpose: All FY09 projects and beyond for new buildings and major renovations where the work exceeds 50% of the building’s plant replacement value (PRV) must comply with EPAct 2005, regardless of fund source, building size, location or temporary nature. All projects must be registered and certified by the USGBC to meet LEED Silver-level rating. Action: Major construction projects have been registered under LEED-NC v2.2 through FY11.

Engineering and Construction Bulletin (ECB) 2009-02 Subject: USGBC LEED Project Registration Implementation Purpose: FY09 projects that have been awarded need to be registered under LEED-NC v2.2 by the contractor before 26 June 2009. If not awarded, NAVFAC will register projects in-house. FY10 and FY11 projects will be registered under LEED-NC v2.2 by NAVFAC HQ. Action: Once awarded, the construction contractor’s LEED AP needs to contact the assigned Sustainable Coordinator to gain access rights to LEED Online. NAVFAC has registered FY09, FY10 and FY11 major construction projects under LEED-NC v2.2

Reclaimed water used for irrigation except on the putting greens. • Over 20% of materials selected for construction are recycled, reducing the need for new materials to be harvested. • Low emitting materials were used to reduce the indoor air contaminants and therefore improving indoor air quality. • Project Cost $6,617,100 “Gold”

Photovoltaic system put in place reducing the energy demand by 2.5%. • Submitted Construction Submittal to USGBC – Anticipated Silver Certification • Project Cost$8,510,000 “Silver”

Interim Technical Guidance CI-09-02 • Subject: Interim Guidance for LEED Sustainable Validation Project • Purpose: Projects that do not fit the definition of the LEED rating system and cannot achieve LEED Silver will not be certified. • Action: Implement as many sustainable features as possible. The contractor needs to provide a LEED checklist of LEED points obtained and a letter stating why LEED silver cannot be met. The Sustainable Coordinator on the team will forward the information to LANT for record.
LEED v3 and NAVFAC Projects • FY09, FY10 and FY11 new buildings and major renovations that were not registered under v2.2 that need to be LEED certified will need to be registered by the construction contractor under v3. • Current projects registered under v2.2 can be changed to v3 by the construction contractor until the deadline, but any additional cost and time will be at the contractor’s expense. • FY12 projects will be registered by the construction contractor under v3. NAVFAC Request For Proposals will reflect the change.
