Principles of DTAE Performance Funding • Performance funding should be inaddition to base funding and should not erode the base. • Performance funding should be only one component of the funding strategy. • One or two percent of allocation funds should be used for performance funding. • The colleges should have the flexibility of carrying over funds and the ability to allocate funds as they see fit.
Principles of DTAE Performance Funding • Performance measures should provide statistical evidence of effectiveness of technical colleges and agency programs. • Performance measures should be aligned with agency goals and agency goals should be aligned with state goals. • There should be a manageable number of measures. • Measures should be both institution- and agency-specific.
Principles of DTAE Performance Funding • Measures should be based on reliable data. • PAS/PAR data should be used since DTAE already has and uses that data. • The model should take into account the focus of workforce development of the Department of Technical and Adult Education.

Performance Funding Purpose Statement In Georgia’s Technical College System, the purpose of performance funding is to serve as an incentive that rewards technical colleges and agency programs for high performance and significant improvement. Performance funding should be aligned with institutional strategy and with agency strategy.

Performance Funding Technical Education Proposed Measures • Measure: Graduation Rate • Two-Year Graduation Rate • Definition—Two-year graduation rate of students who are enrolled in an award program (Technical Certificate of Credit, Diploma, or Associate Degree) and have 12 credit hours and at least one vocational course (not SCT) in their enrollment history. • Measure: Graduation Rate • Formula • Numerator—unduplicated number of graduates in the last two fiscal years. • Denominator—unduplicated number of graduates plus leaversin the last two fiscal years having completed at least 12 credit hours (in their history) including one vocational course.
Performance Funding Technical Education Proposed Measures • Measure: Graduation Rate • Performance Goal • The technical college must work to attain the established benchmark (the annual system-wide mean) and also show significant improvement. • The technical college must work to continually improve performance. • The system-wide graduation rate should improve one-half percent (1/2%) a year over five (5) years. • The distribution of performance funds to colleges will be based upon improvement of at least one-half percent (1/2%) over its own performance of the previous year.
Performance Funding Technical Education Proposed Measures • Measure: Retention Rate • Definition—Fall quarter first time enrolled at the college, all regular admitted students who graduated from or were still enrolled at the same or a different DTAE technical college as of the subsequent fiscal year. • Formula • Numerator—those students from the denominator who graduated or were still enrolled in the DTAE system (and/or BOR, if data is available) in the next fiscal year. • Denominator—fall quarter, regularly admitted students at the college for the first time (full-time and part-time).
Performance Funding Technical Education Proposed Measures • Measure: Retention Rate • Performance Goal • The technical college must meet the benchmark, the system-wide mean, and/or show improvement over the previous year to receive the performance award. • The system wide retention rate should improve one-half percent (1/2%) a year over five (5) years. • The distribution of performance funds to the colleges will be based upon improvement of at least one-half percent (1/2%) over its own performance of the previous year.
Performance Funding Technical Education Proposed Measures • Measure: Job Placement Rate • Definition—Graduates who are employed by two (2) quarters after graduation. • Comparison of WIA data and technical colleges’ data. • Use WIA data from DOL this year. • Use WRIS data from UI. • Performance Goal • The student should be employed by two (2) quarters after graduation. • The system wide job placement rate should improve one-fourth percent (1/4%) a year over five (5) years. • The distribution of performance funds to the colleges will be based upon improvement of at least one-fourth percent (1/4%) increase in graduate employment over last year’s job placement rate.

Performance Funding • The DTAE Performance Funding Task Force has come to consensus and agreement on the definitions and system wide benchmarks for Graduation, Retention and Placement. We are finalizing our measures on our Adult Literacy and Economic Development/Quickstart programs. • We will distribute another $1 million, provided funds are made available, this year based on the new definitions, benchmarks and improvement over a college’s previous years performance.
