  3. What is a Concept of Operations? A Concept of Operations is a high-level description of what the major system capabilities will be – it attempts to answer the Who, What, When, Where, Why, and How for the system in general terms for all participants.

  4. Components of the Concept

  5. Why Now? Hasn’t the NaviGAtor system been in place for over 10 years? Yes, but: • No formal Concept of Operations • Changes in the ITS landscape • New services offered • Many unanswered questions

  6. Questions ? ? How will the system be expanded? ? We are tasked with answering these questions in the Concept What is the role of GDOT and local agencies? ? What future services will NaviGAtor support? ? Will signals be integrated into NaviGAtor? ? ?

  7. Systems Engineering Process Completed in 2006 Completed in 2005

  8. Concept Development Process Review Background Materials Steering Committee and Management Interviews Stakeholder Interviews Document Current Concept of Operations Visioning Future Concept of Operations Validation

  9. NaviGAtor System Overview

  10. Results of Stakeholder Interviews • Local governments are in the business of operating signals • ITS can enhance their ability to operate signals (move traffic on the arterials) • Almost all local agencies are pleased with the level of support they get from GDOT in signal operations and maintenance

  11. Results of Stakeholder Interviews • Most all local agencies plan to have a traffic control center • Most local agencies see a need to staff their TCC, but do not have the resources

  12. Stakeholder Interviews • GDOT should set the vision and communicate it to the local agencies • GDOT should develop flexible specifications • Coordination with the Construction and Bridge Departments is a challenge • ITS maintenance is a challenge – would like GDOT’s support

  13. Stakeholder Interviews • Most all agencies see the value in a centralized transportation management system which lets GDOT and agencies share data • Almost all agencies support the idea of GDOT providing both signal and TCC software • NaviGAtor software adds little value to local agencies when compared to the cost and effort to maintain • Most all agencies see a need to integrate status and some control aspects of ACTRA into NaviGAtor

  14. So what about the future Concept? New Data Requirements New Software Requirements New Operational Requirements

  15. What are your thoughts?

  16. Next Steps

  17. Next Steps Complete Concept of Operations • Final Document Due August 15 Strategic Deployment Plan • Deployment guidelines • Focus on capital improvements • Where and when
