Core outcomes: • Relevance of Vocational and Technical Education (VTE) and Higher Education (HE) sectors to industry, community and government needs. • Indigenous education, employment and training programs. • Shared structures and processes. • Relevance of courses to industry and NTG needs. • A critical mass of University and Institute enrolments, resident teaching and research staff, and funding applications. • Research and evaluation that actively contributes to public policy and service delivery methods. • Research programs in niche areas.
