Who funds CVT? • Continuing Vocational Training is financed by • Employers (since 1971) • have a legal obligation to participate in the funding of vocational training for their own staff • National Authorities • are responsible for CVT for young people (aged 16 to 25), job seekers, those in difficulties
Who funds CVT? • Continuing Vocational Training • Employers’ legal obligation since 1971 + 20 employees = 1.60% of the firm’s gross annual wage bills 10 – 19 employees = 1.05% - 10 employees = 0.55%
Who funds CPC Driver training? • CPC Driver training is primarily financed by • Transport operators: as part of their legal obligation to participate in financing training • during working hours • Job centres – unemployed drivers as part of special budgets allocated to job seekers

CPC DRIVER After 1995… 1995 Implementation of CPC Driver in France • To train and qualify drivers • To enhance their image • To update and increase their knowledge and skills • To meet the market new requirements 2009 Implementation of CPC Driver in the EU
CPC Driver Organisation • CPC Driver: Organised on a national basis • 35 hours training completed • Over 5 days • Within 3 months: 3-day + 2-day training course • Maximum 16 trainees in a classroom; 4 trainees in a truck • Driving time per trainee: 2 hours

CPC Driver Approval process • Approval issued by the Regional Competent Authority on behalf of the Ministry for Transport • 1st application: 6-month trial period • 8 CPC Driver training sessions • Minimum 8 trainees per session • If not meeting quality standards, no application for approval over a year (Ministerial order of March 2, 2011) • Approval lasts for 5 years and can be renewed
CPC Driver Quality controls • The Regional Authority carries out quality controls • Checking human and material resources • Meeting with instructors, trainees and heads of training • Follow-up controls to measure compliance with the rules • Corrective actions
CPC Driver Instructors’ profile • Promotrans carries out internal quality controls to assess instructors’ profile and suitability for teaching • Evaluation of performance • Coaching and mentoring process • Annual pedagogical and technical training
