Clearwave Communications Delta Communications, LLC d/b/a Clearwave Communications is a facilities based Competitive Local Exchange Carrier (CLEC) headquartered in Harrisburg, Il. 1996 – Began business as a paging company 2002 – Received CLEC certification 2003 – Built three co-locations in Harrisburg, Marion and Carbondale 2009 – Expanded to 21 co-locations throughout southern Illinois 2010 – Awarded BTOP/DCEO grant

Project Highlights • Grant is part of the ARRA Stimulus Program • Broadband Technology Opportunities Program (BTOP) • National Telecommunications and Information Administration (NTIA) • One of 123 BTOP Infrastructure awards (out of 1582 applications) • $31.5 million from NTIA • Over $11 million in matching funds from the State • $400,000 from CSI NG911 • Over $2 million from Clearwave • $45 Million Project

Project Highlights • Covers 23 Counties in Southern Illinois • Over 740 miles of Fiber • 232 Anchor Institutions Connected • 111 Schools (K-12) • 60 Healthcare Providers • 28 Public Safety Entities • 23 Libraries • 9 Community Colleges • 1 Major University (SIU-C) • Services ranging from 10 Mbps to 1 Gbps

Counties of Southern Illinois 911 • CSI – 911 is a consortium of 15 Emergency Telephone System Boards. • CSI – 911 will upgrade emergency communications throughout the region and implement Next Generation – 911. • A key component of the ARRA is a national emphasis on emergency services’ access to, and effective use of, broadband. • National Emergency Number Association (NENA) has identified the CSI – 911 Association as the pilot program for how to establish and test NG 9-1-1. • CSI – 911 will provide interoperability amid 911 centers; and the ability to use technologies like text messaging, video streaming and Voice over the Internet

Bristol Virginia Utilities Case Study • Northrop Grumman and CGI decided to locate large data centers in Lebanon, Va • Availability of affordable, redundant broadband connections • Highly competitive costs for land and labor • The presence of broadband pipes, competitive bandwidth pricing, and redundancy were critical factors in winning the investment by these companies

Bristol Virginia Utilities Case Study • Named one of the top 7 most “Intelligent Communities” in the world in 2009 by the Intelligent Community Forum • Technology centers created 1200 jobs with average annual salary around $50,000, compared to the average regional per-capita income of $20,000 • Unemployment rate dropped to 8%, better than surrounding regions, and two points below the US national average • Quality of Life - improved education, healthcare, commerce, culture, and entertainment.

Timeline January 2010 - Notice of Funds Availability (NOFA) for Round 2 Applications to NTIA March 2010 - Application submitted May 2010 - Entered Due Diligence Phase August 2010 - Award Announcement September 2010 - Environmental Assessment began March 2011 - Date of EA completion, receipt of FONSI and commence construction February 2013 - Targeted project completion date August 2013 - Deadline for completion

  14. Progress • EA completed and FONSI received • Network designed • Vendors selected • Right-of-way agreements signed • Construction commenced • CAIs contracted • Outreach strategy launched

  15. Outreach Strategy • An outreach website has been developed to provide the most up-to-date information about this project. • Facebook, Twitter and YouTube sites have also been established.
