  1. Al BadellaTechnical Operations Subcommittee Chair Operating Committee Report Oct 24th, 2013 Anaheim, CA.

  2. Work Group Activities • Telecommunications (TELWG) • Telecommunications Workgroup has revised and approved the “Communications Systems Performance Guide for Protective Relaying Applications”, in conjunction with the Relay Work Group. It is up for approval at the Oct 2013OC meeting. • Telecommunications Workgroup is awaiting requirements from the Operation Issues Working Group (OIWG) concerning the installation of a voice automatic tie line to support Transmission and BA Reliability Operators.

  3. Work Group Activities • Telecommunications Workgroup is evaluating performance and reliability problems with the Intertie 137 hotline circuit as well as evaluating potential solutions. • Telecommunications Workgroup next meeting will be held on Nov 14th in San Diego.

  4. Work Group Activities • Relay Work Group(RWG) • Relay Workgroup has approved of the “Communications Systems Performance Guide for Protective Relaying Applications” in July. The document is coauthored with the Telecommunications Work Group. TOS approved the document and is being submitted for OC approval at this meeting. • The Relay Workgroup is finalizing a process to perform review, analysis and trending pertaining to the misoperation reporting under PRC-003-WECC-CRT-1.

  5. Work Group Activities • Relay Workgroup revised, updated and approved workgroup charter. • Relay Workgroup will be meeting in Nov at Salt Lake City.

  6. Workgroup Activities • Control (CWG) • The CWG provided input to a Draft White Paper on Turbine Controls which is being used as part of the response to Recommendation 21 of the Sep 2011 outage. The White Paper focus on characteristics on turbine controls used in powerplants. The White Paper was approved by CWG and is now being submitted to OC for approval.

  7. Work Group Activities • The CWG has been devoting most of its time this year to completing its review of the WECC publications associated with PSS and recommending based on categorization of each consistent with the new WECC Document Categorization Policy. • 2 Documents to be reviewed and revised by CWG. • Substation Workgroup (SSWG) • Substation Workgroup held its annual meeting on May 6, 7 & 8th in Salt Lake City.
