ELP • Key word for FLT. • Devised by the Council of Europe's Modern Languages Division. • Piloted in many countries throughout Europe between 1998 and 2000. • The year 2001 - the European Year of Languages - official launch of this programme. • By the year 2010 young adults should have their personal ELP, which would show their foreign/second language development and which could be shown on request.
Types of LP • Different types for different age groups & purposes. • European LP - must fulfil criteria set by the Council of Europe. • CE - European Validation Committee * meets twice a year to accredit ELP * to be accredited, ELP models must comply with the guidelines approved by the CE.

REPORTING * enables people of all ages todevelop their capacity to plan, monitor and evaluate their own learning; to record significant intercultural experiences; to collect evidence of their language skills; to document their language learning achievements and thus become self-managing. PEDAGOGICAL * helps the individual teachers and the educational institutions to describe their courses and certificates more clearly by relating them to the Council of Europe's common reference levels. ELP functions
Language passport • summarizes the owner's linguistic identity, language learning achievement, intercultural experience; • includes the owner's assessment of his/her own language competence according to the CEFR.
Language biography • sets intermediate learning goals; • reviews progress; • records significant language learning and intercultural experiences.
Dossier • collects samples of the owner’s work and evidence of his/her achievements in the second/foreign language learning.
ELP for academic use • 1998 - Centre for Language and Communication Studies at Trinity College, Dublin, Ireland - prof. David Little; • For young adults, 16+; • Higher or university education, academic use; • Accredited by the CE in 2002.
For all the languages • All levels of CEFR – A1-C2 • All language skills * reading * writing * listening * speaking - spoken interaction - spoken production

Evaluation of ELP • for any language, it enables an evaluation to be carried out in terms that are clear, comprehensible, non-prescriptive and transnational, and that fully embrace the wide diversity of approaches to language teaching and learning as well as the multiplicity of evaluations which exist in Europe.
