  2. Government Policy on Coastal Towns • Government recognises the economic, social and environmental challenges faced by many coastal towns. It is working across Departments to promote their economic regeneration and strengthen their appeal as places to live, work and visit.

Common Challenges Facing Coastal Towns • Peripheral location (road, rail, digital connectivity) • Heavy reliance on seaside tourism – often low wage, low skill • jobs and seasonal • High levels of benefit dependency • Imbalance in coastal labour markets – economic growth • sectors often poorly represented • Polarisation in quality of local housing – poor quality private • rented vs high quality owner occupied housing • Demography – ageing and transient populations

Opportunities Open to Coastal Towns • Capitalise on growth of domestic tourism – success of • “staycation” effect • Exploit new opportunities on the coast to diversify the • economic base - shift to low carbon economy/renewable • energy • Exploit improved digital connectivity/ high speed • broadband - to develop on-line digital businesses • Maintain and improve attractiveness/quality of life in coastal • communities • Tackle vulnerability to coastal erosion/flooding - affecting • economic/social viability of some coastal communities

Coastal Communities Fund: Purpose • Creation of the Fund announced by the Chief Secretary • to Treasury in July 2011 • Fund will provide funding, on a bid basis, for projects • which support economic development in our coastal • communities • Equal to 50% of revenues generated by Crown Estate’s marine • assets. Government has committed £23.7 million in 2012/13 • Recognises the contribution coastal places make to the • development of the Crown Estate’s marine assets and • their unique economic circumstances

Coastal Communities Fund: Key Features • Want to make sure that as many coastal communities as • possible are eligible to apply for funding and that we encourage • a wide range of innovative bids • Have worked with the BIG Fund, other Government • Departments and the Devolved Administrations to refine criteria • for accessing the fund and agree how the Coastal Communities • Fund will be delivered • Fund is UK-wide and its broad design and delivery • arrangements will apply in England, Scotland, Wales and • Northern Ireland

Coastal Communities Fund: Key Features • BIG chosen to deliver Fund as UK-wide organisation • with a track record in delivering lottery and some non lottery grant • programmes • Fund intended to be a rolling programme with further funding • rounds in future years • Hope that Fund will grow in line with the anticipated rise • in Crown Estate’s marine revenues • Commitment to review operation of the Fund/ geographical • distribution of awards at end of first year and make adjustments if • required

Coastal Communities Fund • Eligibility: • Any coastal settlement within a local authority whose boundaries include UK foreshore, including local authorities whose boundaries only include estuarine foreshore. • Eligible organisations include: • Charities • Voluntary & community sector organisations • Social enterprises, including co-operatives & community ownership initiatives • Local authorities • Development agencies in the devolved administrations • Local Enterprise Partnerships in England, • Private sector companies.

Coastal Communities Fund: Type and Size of Bids • We expect bids to be in excess of £50k • We will support both capital projects and revenue projects • We will allow (and encourage) people to match fund with other pots of money • Bidders will be able to apply for funding over a two year period from the date of approval • 2-stage process

  10. Coastal Communities Fund: Outcomes • Essential: • 1. Coastal communities better able to use their assets (physical, natural, social, economic and cultural) to promote sustainable economic growth and jobs. • One or More of the Following: • 2. Coastal Communities have greater capacity to create a sustainable economic future and are better equipped to adapt to change. • 3. Partnerships are developed to support economic innovation, enterprise & investment either within a community and/ or across a number of coastal communities. • 4. People have more opportunities for training and skills development, including volunteering.

Coastal Communities Fund: Successful Projects Will: • Encourage sustainable economic growth • Fit with broad economic priorities of the local area • Unlock a barrier, addresses a need or opportunity. • Contribute, where appropriate, to green economic growth. • and demonstrate how. • Provide clear evidence of plans to work with other key partners (public, private, voluntary, social enterprise, or community) to deliver project outcomes • Demonstrate the project is unlikely to go ahead without Coastal Communities Fund support.

Coastal Communities Fund • Key details: • Only 1 application per applicant • Projects with activities in more than 1 coastal community are eligible • No limit on the number of applications for projects in any particular coastal community but, applicants can apply for only 1 project per year in each area. • Applicants can submit up to one application as a lead partner. No limit on the number of applications which they can be involved in as a partner. • Incomplete applications will be unsuccessful • Early round applicants who are eligible but not funded, could have their application rolled into main round.

  16. Coastal Communities Fund • Who will be making the decisions? • Decisions will be made by committees in the relevant countries; • Membership will vary from country to country but may include: • coastal & economic development experts; • Big Fund; and • lead Government departments
