  1. Training Program Goals and Objectives Training of Trainer Personnel on Environmentally Sound Design and Implementation of Public Works-Community Roads of the ProductiveSafety Net Program (PSNP)

  2. Justification Productive Safety Net Program: 2nd 2008 Public Works Review, March 2009 Found that rural feeder road projects were the least successful project types in terms of: • Environmental • Social • Technical • Managerial • Resource Availability sustainability standards.

  3. Virginia Tech Assessment • Team from Virginia Tech visited Ethiopia in March 2009. • Met with various organizations involved with PSNP rural feeder road programs (GoE at federal, regional, woreda, and kebele levels; USAID, World Bank, consultants, NGOs) • Concurred with others, that lack of training of road construction supervisors at woreda and kebele levels was biggest obstacle to success. • At request of USAID, prepared proposal to implement training of trainers (ToT) program on LBRC for PSNP program

Goals • Improve the sustainability and maintainability of rural feeder roads constructed through the PSNP. • Minimize environmental problems associated with rural feeder roads through improved design, construction, and maintenance. • Provide Development Agents with the training, experience, and necessary skills needed to oversee local construction of environmentally sound and sustainable feeder roads (ultimately). • Improve the quality of life of rural dwellers.

  5. Objectives • Improve the LBRC skills and knowledge of natural resource management specialists. • Improve the natural resource management / environmental protection skills of road construction specialists. • Improve the LBRC and ToTskills of regional road authority engineers and technicians so that they can train woreda rural road desk officers in future LBRC training sessions. • Improve the LBRC and training skills of woreda rural road desk officers so they can train and supervise DAs in LBRC construction and maintenance.
