INTROCTION This work plan emanates from the INTOSAI – Working Group on Environmental Auditing, it sets out the vision, Mandate, Goals and proposed actions of the INTOSAI - Working Group on Environmental Auditing (WGEA) during the period 2009–10 Work plan 2009 - 2010. AFROSAI-WGEA
Background The International Organization of Supreme Audit Institutions (INTOSAI), it an internationally recognized leader in public sector auditing, INTOSAI with many function most of them being enumerated in its strategic plan where by its mission, vision and core values as well as strategic goals are identified INTOSAI - Working Group on Environmental Auditing (WGEA) INTOSAI - Working Group on Environmental Auditing (WGEA) was formed way back in 1992 which nine years later i.e. 2001, a WGEA steering committee was established and serves as the management committee for the WGEA, emphasizing project management, long term planning, and operational decisions. The Steering Committee currently has twenty-one members including the Coordinators of the Regional WGEAs Work plan 2009 - 2010. AFROSAI-WGEA

The WGEA’s Mandate and Long-Term Vision The WGEA aims to encourage the use of audit mandates and audit methods in the field of environmental protection and sustainable development by both members of the Working Group and non-member Supreme Audit Institutions. Regional working groups or Committees on environmental auditing (RWGEA) The function of the regional working groups or committees is to foster information exchange and capacity building and coordinate efforts at the regional level. these regional working groups are managed by Regional co-ordinators whom have been vested different responsibilities. Introducing the RWGEA’s 2009 – 10 Work Plan This work plan has three goals which are • Facilitate concurrent, joint, or coordinated environmental audits by SAIs, at regional level. • Maintain and enhance the dissemination and exchange of up-to-date information on, and training in, the techniques of environmental auditing among SAIs. • Increase cooperation between the AFROSAI-RWGEA members. Introducing the RWGEA’s 2009 – 10 Work Plan cont………. The plan is associated with action plans which require some SAIs to act as project leaders. Project leaders are responsible for: • Preparing individual work plans • Preparing progress report • Organizing meetings and consultations • Authorizing drafts • Communicating with regional coordinator and AFROSAI –WGEA members Work plan 2009 - 2010. Introducing the RWGEA’s 2009 – 10 Work Plan cont……………….. Each project leader is supported by a sub committee whose duties are to review and comment on key issues related to the project. AFROSAI-RWGEA Central Theme -2009–10 For 2009–10, the AFROSAI-RWGEA is proposing that the following areas should be adopted as its central themes: • Water • Air pollution • Mining • Fisheries • Forestry • Biodiversity • Waste management and • Climate change (if necessary) These areas are arguably the most important environmental, social, economic and political challenge facing mankind today. AFROSAI - Goals and Actions2009–10 Goal 1: • Introduce, expand and facilitate regional joint and coordinate audits • Facilitate concurrent, joint, or coordinated environmental audits by SAIs, at regional level. Proposed Actions by February 2009 : Regional coordinators and member SAIs to identify and pursue topics of common interest and select the audit coordinator. Work plan 2009 - 2010. AFROSAI-WGEA

2009–10 Goals and Actions cont…………. • Goal 2: • Building the regional capacity in Environmental Auditing by conducting training • Maintain and enhance the dissemination and exchange of up-to-date information on, and training in, the techniques of environmental auditing among SAIs. Proposed Actions • Organize at least two AFROSAI-RWGEA meetings. • Development of training module during 2009 – 2010, • Conduct training during 2009-2010 courses on: • Water quality, Biodiversity and Waste management • Adapt and deliver the WGEA-IDI environmental auditing training course for English, French and Arabic - speaking SAIs within AFROSAI. 2009–10 Goals and Actions cont…………. • Identify helpline function for the region (AFROSAI) by 2009 under the Regional Coordinator and the Subcommittee (AFROSAI – AFROSAI – E and AFROSAI – F) • Goal 3: • Increase cooperation between the AFROSAI - RWGEA and international organizations • Increase cooperation between the AFROSAI-RWGEA members. Proposed Actions • Communicate to all AFROSAI-WGEA members on environmental related matters. Such as • Conducting AFROSAI-RWGEA annual meetings • Participate in AFROSAI-E Technical update meeting • Participate in any other environmental related audit meeting in the region Work plan 2009 - 2010.
