  2. CWPPRA (Breaux Act) • Provides federal funds to cost-share with state funds for wetland restoration efforts • Created partnerships among the State of Louisiana and 5 federal agencies NRCS NMFS USFWS

CWPPRA Background • Act passed – 1990 • Funded through Dingell-Johnson Sport Fish Restoration Act Amendment (PL 106-408) • CWPPRA extended until 2019, under the Consolidated Appropriations Act, 2005 • CWPPRA dedicated approximately $76 million to wetland restoration projects in Louisiana in FY08

CWPPRA Track Record • 142 active projects since 1991 • 81 projects completed – $417.76M; 76,804 acres benefited (120mi2) • 14 projects under/approved for construction • 5 projects ($126M) “ready to construct” but unfunded • 41 projects under development (E&D) • Total cost of all projects (PPLs 1-17) - $812.94M

State Entities Engaged in CWPPRA • GOCA – Represents State on Task Force • DNR – Responsible for planning and implementation, staffs other committees • DWF – Provides logistical support and technical input during planning phase • DEQ – Water Quality Certification • DOA – State Lands Office • DOTD – Integrate flood protection and restoration

  8. Phase 0January - February • Accept proposals in each of the nine hydrologic basins: • Calcasieu/Sabine • Mermentau • Teche/Vermilion • Atchafalaya • Terrebonne • This process commonly results in 60-70 proposals coast-wide • Barataria • Mississippi River • Breton Sound • Pontchartrain

Phase 0 cont.March: 70 proposals to 20 nominees • Coast-Wide Voting meeting, 20 nominee projects are selected. • Five federal agencies, the State, and the parishes are eligible to vote • Two nominee projects in each basin are selected, except for Terrebonne and Barataria Basins (three nominee projects are selected) • Input solicited from CPRA resource agencies, parishes and stakeholders

  10. Phase 0 cont.April: 20 nominees to 10 candidates • Technical Committee selects ten candidate projects for further evaluation • No geographic requirements • Only Agencies and the State vote • Input solicited from CPRA resource agencies, parishes and stakeholders

  11. Phase 0 cont.December/January: 10 candidates to 4 projects • In December, the Technical Committee recommends 4 projects • Input solicited from CPRA resource agencies, parishes and stakeholders • In January, the Task Force selects four projects for Phase 1 E&D • Only federal agencies vote

  12. Phase 0 Agency Engagement Points • January, Nominations solicited for projects • March, Coast-wide Voting meeting, 70 projects reduced to 20 • April, Tech. Comm. meeting, 20 projects reduced to 10 • December, Tech. Comm. recommends 4 projects for Phase 1 (PPL)
