Reform of University of Banja Luka • University of Banja Luka will be organized as a integrated university, according to principle of new Law on higher education of RS • Conservative/traditional structural model of UBL • Change the current situation – how? • Comparative models • Strategy of development UBL and clear vision

  4. Reform of University of Banja Luka • Status for International relation office and Office for student affairs • Level of adopted standards, according to recognized European standards • Number and structure of employees (administration)

Reform of HE system • New Law on HE in Republika Srpska, September 2006. • Solid base for development of concept of modern university • Establishing of Commission for information and recognition and Council for development HE and QE • Promotion of international cooperation and mobility – divided competence (legal authority) between Ministry of education and UBL • Too big bite for Ministry?

Role of IR office and SA office • Still dominating conservative (traditional) model of organization of UBL, as well these two Offices • Office for IR is situated at “University’s level” (association level) • Office for SA is situated at “faculties level” • No coordination between (horizontal and vertical) • Relation between IR and SA offices and Ministry of education and Ministry of science

Role of IR office and SA office • Insufficient role of IR and SA offices in different activities: process of curricula harmonization; promotion of international cooperation and student mobility; adoption of European standards; bilateral agreements between BiH universities and EU universities; development of joint interdisciplinary studies; creation of modern and attractive studies programmes • Quality of administrative services • Level of adoption of information technology

  8. Conclusions • Reform has to be conducted much faster • Basic change of concept of university organization • A larger role and influence of IR and SA offices • Better coordination with Ministries • Adoption of European standards and IT apply
