27.-30.11.07 – workshop on developing an in-service training cycle for public servants • Results: • Public servants of 3d and 4th categories were defined as a target • group of the training program “ABC of Democratic Governance” • Draft two-week program (modules) for public servants was • developed in the following areas : • Law • Human Resources • Management • Finance
26.-27.02.08 – workshop on developing in-service training modules 15.-18.04.08 – pilot trainings for trainers in the disciplines “Law” and “Human Resources” • Results: • A subject plan, objective, goals and tasks of training modules • were drawn up • A working meeting of the Vice-President of the National • Academy Anatoliy Chemerys with representatives of the • Institute for In-Service Training for Senior Executives and • the International Projects Department was proposed in order • to coordinate further work on the project
15-18.07.08 – summer school for developers and trainers of the training program • Results: • Participants’ suggestions, recommendations and comments • were taken into account • Pilot version of the training program was completed • Suggestions concerning teaching methodology were offered 15.09.08 – Pilot launch of the in-service training program“ABC of Democratic Governance”

21.-23.10.08 – visit of representatives of the Institute for International Projects in Education (IPE), Zurich University of Teacher Education in order to discuss the joint project “Support to the Development of Civic Education in Ukraine” 22.10.08 – round table “Status of Civic Education in the Educational System of Ukraine” with the participation of the Secretariat of the President of Ukraine, the Secretariat of the Cabinet of Ministers of Ukraine, the Ministry of Education and Science of Ukraine
Results: • Project implementation period was fixed: January- December 2009 • Project organigram was drawn up • Agreement about two visits (Ukrainian experts to Switzerland and Swiss experts to Ukraine) was reached • Expected project products: • Textbook for pupils of middle school; • Textbook for school teachers and directors; • Textbook for trainers; • Concept of development of civic education in Ukraine.

Overall Objective:Improved quality of the Public Administration in Ukraine, up to international and EU standards both at central and regional levels. Project purpose: • Support to the NAPA in development and improvement of the public servants training system in order to facilitate Ukrainian integration into European administrative space; • de-emphasis of academic component andfocus on the development of professional skills and attitudes of public servants at both central and local (including regional) levels instead enabling provision of high quality services to citizens and decision makers’

18.-19.09.08. – second stage of the workshop“Making and implementation of public policy” Results: • Members of working groups made presentations (analyses of public policy) • Professor Peter Knoepfelanalyzed the presentations • A live example of making and implementation of public policy in Switzerland was given
