Identity Management & Trust Workshop SATW ICT Commission Münchenwiler, 2/3 Nov. 2006 „Big picture“ Matthias Finger Professor, EPFL
Structure • What is the problem • What is the “big problem”? • Conceptual framework • “Solutions” to the problem • Governance of the “solutions”
What is the problem? • Multiplication of “identity interfaces” • “Privatization” of these identity interfaces • Individuals don’t know who they can trust with their information • Private and public organizations abuse the information they have gathered about individuals (and thus abuse the trust) • “Identity information” is being gathered, managed, and made available by third parties • Private and public organizations don’t know who they can trust when getting information about individuals • Individuals have a right to have control over theidentity and information
What is the “big problem”? • The liberalization of formerly integrated and/or government controlled “industries” (e.g., financial transactions, media, security)… as a result of globalization and technological change… with the consequence of commercializing the transactions involved • Private actors next to public actors • Public actors behave like private actors as a result of competition among actors • Strategic behavior: information (about individuals as a competitive advantage) • Governance: no single actor is any longer powerful enough to control the transactions
Conceptual framework Re-regu- lation Institutions De-regu- lation Technology
Conceptual framework II • Liberalization: • Telecommunications • Postal services • Air transport • Railways • Regional transport • Urban transport • Electricity • Gas • Water and sewerage • Health • Education • Financial services • Security Institutions • Problems of …- interconnection- interoperability • capacity • system • identity • trust • reputation • etc. Emerging industry “regulation” Technology
“Solutions” to the problem Regulatory Solutions (e.g., SOX,Basle II/I, etc.) Institutions • Problems of …- interconnection- interoperability • capacity • system • identity • trust • reputation • etc. Ultimately, the“solution” is always a combination of technology (ICTs) and regulation Technological Solutions (ICTs)(e.g., IBNS, Federated Identity Mgmt, Reputation Mgmt, etc.) Technology
Governance of the “solutions” to the problem “Market”: competing solutions The role of the ICTs (e-governance) “Hierarchy”: global regulations “Networks”: private governanceself-governance
