The Province of Rome is an administrative body located in the LazioRegion. It isnamed after the biggest and most impor-tant city situated on its territory, Rome.
The Province of Rome governs one of the largest metropolitan areas in Italy. It is twice as big as the Provinces of Milanand Naples taken together, and it includes 121 municipali-ties, among them the capital city. Province of Rome Lazio Almost four million people live and work in the district administered by the Province.
The Province is responsible of many administrative tasks assigned to it by the national state and the Lazio Region. • The most important ones are: • environmental protection (soil, natural areas and parks) • regulation of the use of waters and natural energies • transport and communication systems • secondary education • professional training • data processing and technical assistance to the local • authorities • coordination of economic, touristic, social, cultural and sport activities
It manages also other important tasks, like planning the general development and specific activities of the municipalities by means of long-term programs. Moreover, the Province of Rome manages about 350 school buildings and about 2000 km of road network.
The national legislation delegates to the territorial and local administrations the protection of the environment. • Regions, Provinces and Municipalities are also putting into force the national legislation with regard to climate protection, energy conservation and renewable energy sources.
The recent regulations introduced by the present government improve substantially our frame work conditions • up to 55% payback in three years of costs of retrofitting for higher energy efficiency and for energy production from renewable sources; • installation of photovoltaic and solar panels is compulsory for new buildings; • photovoltaic installations are strongly stimulated through attractive feed-in tariffs (that improve combined with energy efficiency); • substantial resources have been assigned to a rotation fund for greenhouse gas reduction; • sustainable mobility will be promoted; • bio-building and eco-industry are stimulated;
Province of Rome for Kyoto Presently, one of the central actions of the Province of Rome in the field of climate protection is the application of the Kyoto protocol to the public administration itself with a formal commitment by the Provincial Council in July 2006 of reducing its own emissions of greenhouse gases by 6,5% in 2012. This is also meant as a guideline for industry.
Start at home This is a highly innovative political and strategic decision, because today in Italy there is no local administration neither a Region nor any other Province that has undertaken such a commitment. This goal is concrete, achievable and, in our belief, an economically advantageous endeavour.

With this objective in view the project “Province of Rome for Kyoto” has been put into action. The “Province of Rome for Kyoto” starts from the idea that the time of pilot actions is over. The worrisome situation of climate changes in progress and a high probability for this situation to worsen in the next years imposes the necessity to act also as a public body and to contribute to the mitigation of the greenhouse effect and to create a basis of credibility from which to address the 121 communes of its own territory and propose to them authoritatively similar actions.
Empowerment of personnel A course “Climate Compass” In a first step the Province of Rome has trained, in collaboration with Climate Alliance Italy in a course in January, thirty of its collaborators to use the Climate Compass for developing a mitigation strategy for greenhouse gases at their work place.
CO2 Balance In parallel work has started to elaborate a CO2 balance as a basis for the climate strategy quantifying the emissions of carbon dioxide which the Province is directly responsible for through the heating and cooling of its real estate, the use of its vehicle fleet and other energy consuming activities (illumination, sport facilities, etc.). Basis of the work is an Energy Plan of the Province of Rome that was completed in 2006.
The Energy Plan of the Province of Rome The Provincial Energy Plan from 2006 proposes, on the basis of the Provincial Energy Balance, a techno-logically innovative energy scenario, planning and distribution over the territory of various primary sources of energy and of new energy production installations with particular regard for the production of electric energy from renewables and the identification of the technical and financial instruments for an energy action plan.
Climate Strategy On the basis of the CO2 balance and the survey of all the present activities of the Province of Rome in the field of energy conservation, rational use of energy, employment of renewable energies and sustainable mobility, a Climate Action Plan 2007/2008 will be worked out as a first step to stabilise and then reduce the carbon dioxide emissions of the public body.
Problems to overcome The real estate of the Province is very large (about 400 buildings including schools, offices, employment centres, professional training centres, etc. distributed over the provincial territory), thus the communication between people in charge of energy management is not simple; Moreover, the awareness of the problem among the administrators and the directors is not yet sufficient, thus the sensitization process is slow, but it continues.
Get the process moving • Installation of photovoltaic panels on school buildings for a total amount of 310 kW and of solar thermal equipment for the production of warm water and the heating of swimming pools in 12 public facilities (schools and sport centers). • Participation in the European project Ener in Town that involves the energy analysis and the planning of energy efficiency projects in eight schools.
Educate Educational programmes aimed at the youth in order to increase their sensibility towards sustainable mobility through instructive lessons, that address the students of elementary and middle schools, and provide combined campaigns of environmental and traffic education and activities aimed at the public transport promotion.
No regret measures • A programme of energy efficiency in school buildings and offices: • About 200 high-efficiency boilers were installed (out of nearly 400 buildings); • The whole heating system is being managed through a centralized telecommunication control which assures the heat supply is linked to external temperature in order to avoid waste of fuel during mild winters (like the current one);
Render the process visible • Participation in the project Country of the Sun; training courses for solar technicians have been carried out as well as environmental education, pilot experiences, local campaigns, promotion of communal regulations and building codes promoting the use of renewable energy.
Some results • Introduction of GPPand insertion of ecological criteria into tenders for services and supplies. • Purchase of n.11 “Vivalto” trains,each having a capacity of 1.200 passengers, that will allow a consistent increase of the total railway offer, thus assuring 70 more trips a day. The coaches that will join those already operating will allow a decrease of the road traffic estimated at 14.000 cars/day and of the air pollution equal to 630.000 kg/day of carbon dioxide 1.700 kg/day of carbon oxide.
