Mobilize for action • Project ( goal 1&8) Poverty and Environment • Objectives: link poverty and environment • Ministry of Economy, Labour and Social Policy • Ministry of Environment • Research Institutes: University of Warsaw, Gdanski Institute for Market Economy • GEF • Polish private bank • NGO • Local social leaders
Partnership approach • Tool • Informal structure (memo of understanding) • Driven by diversity of partners ( different core competencies ) and common goals • Principles: equity, accountability, mutual benefit • Horizontal structure • Learning by doing
Advantages • Mobilizing broad based stakeholder group • Division of roles: efficient way to transfer ownership • Joint product greater than sum of all parts • Great learning tool ( discussing development ) • Valuable as a process itself • Open to new partners ( eg. Discussing WB participation ) • Relatively low cost ( recognizing value of non financial contributions )
Disadvantages • Time consuming process • No fully working mechanisms to ensure accountability • Sometimes conflict between partnership group member and represented institution • Difficult to institutionalise • Communication challenges
Public campaign 2 • Stakeholder group: local authorities (gmina, powiat) • Objectives: • Increase awareness on MDGs on the local level • Make MDGs a simple and easy tool of monitoring, evaluation and self-assessment of development for local self-governments
Public campaign 2: Assessing level of implementation of MDGs on local level (c’nued) • Benefits: appealing tool for measuring/reporting on development, attractive presentation of an area in the ‘global’ context • Building on successful UNDP project ( including experiences accumulated from poverty & environment ) • Role for UNDP: developing suitable indicators, aggregating data from the local level and accumulating/synthesising on the regional level
MDGs in UNDP • Fundamental for UNDP programming 2003-2007 ( legitimacy) • Slowly captures minds of our partners • Private sector (Orlen) • Gender • Supporting local administration ( new )
