COM IJC Operational Priorities Operation Enduring Freedom Afghanistan 2011-2012 • Accelerate the development of the ANSF; move them into the lead. • Maintain momentum of the Campaign, relentlessly pursue insurgent networks. • Assist GIROA efforts to improve public administration; hire, place, protect and assist civil servants, and deliver basic services. • Communicate visual, tangible and recognizable progress. • Maintain our agility in our plans and our force posture. • Sustain the coalition.

Afghan National Security Forces • Operation Naweed 1391 • Company and below doing well. • Kandak/Battalion and higher need work in MDMP, Maintenance management, Logistics, Rule of Law, Counter-corruption. • The Afghan Soldier • 50% ethnically Pashtun, 1st grade education, Average 20 years old. • Pashtunwali • The Afghan Policeman • 50% Formally Trained • Still need work in investigative procedures, arrest authority. • Afghan Local Police

Courage 7 on Operation Al Farouk (Not official, personal assessment) Operation Al Farouk: 2012 Fighting Season Taliban Campaign Plan Priorities • Focus attacks on ANSF to delegitimize them to the population in providing security. • Conduct Assassinations of GIROA officials to weaken Governance development. • Focus efforts/attacks on ISAF forces to interdict/disrupt security and development . • Increase Green on Green, Green on Blue attacks as part of an overall IO campaign through co-option, infiltration, impersonation and personal/ grievance techniques. • Bait ISAF Forces into committing civilian casualties through attacks in built-up areas.
