  3. FEMA’s MISSION To reduce loss of life and property and protect our nation's critical infrastructure from all types of hazards through a comprehensive, risk-based, emergency management program of mitigation, preparedness, response and recovery.

  5. FEMA’s AUTHORITY • Robert T. Stafford Disaster Relief and Emergency Assistance Act (Public Law 93-288, as amended) • Federal Response Plan supports implementation of the Stafford Disaster Relief and Emergency Assistance Act • Defines the federal government’s role to provide response, recovery, and mitigation assistance to support state and local government disaster efforts

  6. Federal Response Plan (FRP) Purpose “To coordinate all federal resource capability into one consolidated response mechanism for assisting disaster-affected victims and communities.”

  7. Federal Response Plan (FRP) The FRP… • Coordinates response and recovery activities of 27 signed federal agencies • Supports local and state actions in response to a disaster • Actually implements the Robert T. Stafford Disaster Relief and Emergency Assistance Act

  8. Federal Response Plan (FRP) The FRP… • Describes federal response to major disasters that overwhelm state and local capabilities • Organizes disaster response into 12 functional areas, with primary and support agencies • Is the national disaster response framework

Emergency Preparedness and Response • FEMA has been absorbed into this division of the Department of Homeland Security (DHS) • Will retain the FEMA name • Preparedness, Mitigation, Response, and Recovery still remain main mission of this division • Direct the federal response to natural disasters, as well as chemical, biological, or radiological incidents
