In brief: health data in SILC • Currently: 7 annual variables (MEHM, unmet needs) • In the future: • SILC = domain 'Income and Living Conditions' in IESS • Annual instrument with a reduced nucleus, faster implementation • 7 health variables kept in the nucleus • A new health module every three years, testing in 2017 • Other health-related variables in modules on Access to services, Quality of life, Children and child care
2017 SILC module • For already implementing and testing important rolling modules variables included in the Commission Regulation or in ESS agreement • Proposed to include mainly health-related variables on children and variables of the 3-yearly health module • 2 instruments used for thispurpose: • Draft Commission Regulation as regards the 2017 list of EU-SILC target secondary variables on health and children’s health endorsed by the ESSC on 25/09/2015 • ESS agreement concerning the EU-SILC supplementary variables on the agenda of the ESSC of 19/11/2015 (for opinion)
3-year module on HEALTH (1) • Status: temporary finalized - waiting for 2017 testing results => further fine-tuning when results will be available • 21 variables covering: • Health status • Health care • Use of formal health care services • Financial burden of health care • Health determinants • BMI • Physical activity • Consumption of fruit and vegetables • Smoking • Alcohol
3-year module on HEALTH (2) RED: ESS agreement BLUE: Regulation *,*: pretesting Working Group Public Health
3-year module on HEALTH (3) • Final decision on 4 variables (number of nights being hospitalized; use of prescribed medicines; use of home care services for personal needs and frequency of consumption of an alcoholic drink) after the testing in 2017 Working Group Public Health
3-year module on CHILDREN • Status: temporary finalized - waiting for 2017 testing results on children’s health • Health-related variables: • General health • Limitation in activities because of health problems • Unmet need for medical examination or treatment • Main reason for unmet need for medical examination or treatment • Unmet need for dental examination or treatment • Main reason for unmet need for dental examination or treatment
6-year rolling modules: ACCESS TO SERVICES • Status: temporary finalized - waiting for 2016 SILC ad hoc module testing results • Content: • Health care • Use of health care services • Payment for health care services • Affordability of health care services • Home care • Presence in the household of people who need help due to long-term physical or mental ill-health, infirmity or because of old age • Professional home care received • Number of hours per week of professional home care received • Payment for professional home care • Affordability of professional home care services • Unmet needs for professional home care • Main reason for not receiving (more) professional home care services • Care or assistance provided
6-year rolling modules: QUALITY OF LIFE AND SOCIAL AND CULTURAL PARTICIPATION • Status: waiting for feedback/proposal from QoL Expert group (and possibly for being tested in the 2018 SILC ad hoc module) • Content: • Quality of life • Satisfaction with personal relationships • Being very nervous • Feeling down in the dumps • Feeling calm and peaceful • Feeling downhearted or depressed • Being happy • Social and cultural participation
