ARDA Program Guidelines • ARDA requests that government and contractor principal investigators (PI) do the following: 1. Acknowledge ARDA support - • (a) by including the some type of acknowledgement statement in all reports and publications. For example: "This work was supported in part (full) by the Advanced Research and Development Activity (ARDA)’s Advanced Question Answering for Intelligence (AQUAINT) Program under contract number XXXXXX-XX-X-XXXX" • (b) by including the ARDA logo (downloadable from ARDA web-site) on all viewgraphs or electronic presentations (e.g. PowerPoint).

Provide measurable milestones and schedules for all contracts.
ARDA Program Guidelines • ARDA requests that government and contractor principal investigators (PI) do the following: 3. Inform ARDA directly of all significant events (discoveries, successes, or failures) in a timely manner, not waiting for next scheduled reporting cycle. This includes all publications and press releases at the time of publication or release. 4. Provide a quad chart for each activity, following the sample format provided on the ARDA web-site. This quad chart shall be provided at the start of the contract and updated at each review.
ARDA Program Guidelines • ARDA requests that government and contractor principal investigators (PI) do the following: 5. Respond to ARDA data calls through the contracting officer's technical representative (COTR) as needed. 6. Send copies of all contract data items, unless specifically excluded by ARDA, in timely fashion directly to the ARDA office, preferably in softcopy form (HTML preferred), to include: (a) Progress reports (d) Final report, (b) Technical reports (e) Publications (c) Financial reports (f) Patents
ARDA Program Guidelines • ARDA requests that it’s Government COTRs do the following: 1. Provide ARDA with a copy of all contracts and grants that they establish under ARDA sponsorship. 2. Invite ARDA to observe contractor site visits, reviews, and meetings. 3. Provide timely financial tracking information to ARDA, as required, and especially to keep ARDA apprised of any significant variances.
ARDA Program Guidelines • ARDA requests that it’s Government COTRs do the following: 4. Provide ARDA with the following contact information: (a) Project name, firm, firm's PI, PI's title, along with contact information (to include all subcontractors); (b) C0TR, title, and organization along with contact information; (c) Government Financial and Contracting POC’s along with contact information; (d) Intelligence Community "Champion(s)” for project results
ARDA Program Guidelines • ARDA requests that it’s Government COTRs do the following: 5. Level of funding for current fiscal year and estimates for out-years (identify sources and amounts for all other sources of funding for activity for current and out years); and 6. Anticipated initiation, commitment, and obligation dates for ARDA provided funding.
AQUAINT Program Web Sites • ARDA plans to maintain 2 different Web Sites for the AQUAINT Program: • Internet: Accessible from www.ic-arda.org • Open access: Public information -- e.g. Project Summaries, quad charts, Workshop information, Evaluation Plans, and selected publications, program briefings • Password Protected: Access limited to AQUAINT program participants; More detailed Internal Program information, materials, and other data; Contact Information • Internal IC Web Site • Open access: duplication of public information • Password Protected: Access limited to AQUAINT Program Committee and other selected government/SETA personnel -- e.g. Progress Report; Technical Reports; Final Reports
AQUAINT Program Workshops • ARDA anticipates holding AQUAINT Program Workshops every 6-months • Kick-off and two Annual Workshops will be held in Washington DC area; West Coast location likely for the two mid-year Workshops • Tentative Schedule for Future Phase I Workshops May/June 2002 West Coast Site Dec 2002 Washington DC Area May/June 2003 West Coast Site Dec 2003 Washington DC Area • Workshops will be approximately 3 days in length; Opportunity for open discussions/sharing among AQUAINT contractors and government team concerning program progress, evaluation results, future directions, etc. Focus on technical issues at the Program level. • ARDA anticipates holding Project Reviews/Technical Site Visits to each AQUAINT Project at least once between each workshop. Schedule/Agenda arranged by each project COTR. All AQUAINT Program Government Panel members invited to attend.
