Accountability to Affected population (AAP) Nutrition Sector 24-Oct. 2017
What is AAP and what actions are expected to do when it comes to AAP.
Collective accountability Collective responsibility to work towards timely, relevant, appropriate, RESULTS that maximize coverage and minimize gaps. Collective responsibility to protect the RIGHTS and dignity of affected people, including the right to access, protection, quality, coordinated responses, participation and two-way communication. Collective responsibility to promote effective and equitable RELATIONSHIPS between communities, aid provider and local national actors.
Some ideas: How to do this • Needs assessments and HNO: • Don’t forget secondary data – is there any information from previous work around people’s priorities and preferences? • In the analysis stage, make sure you look at gender, age, and opportunities to link to other clusters. • Do no harm/conflict analysis embedded in the HNO.
Some ideas: How to do this • HRP and Sector Strategies: • Ensure that indicators related to participation of affected population, transparency of information etc. are included . • Also ensure that the monitoring process collects the feedback from beneficiaries (on e.g. overall satisfaction, relevance, appropriateness, timeliness of response, if reaching the most vulnerable groups etc.) • Promote using common feedback and complaints mechanisms.
Some ideas: How to do this Assessments, planning and monitoring tools (some questions to ask): • 1. What are the priority concerns for your community? • 2. Do you feel safe in your community? • 3. Are you satisfied with the assistance received to date? • 4. Do you think assistance is provided fairly in the community? • 5. Do you feel you can influence decisions about assistance?
