The first, the supreme, the most far-reaching act of judgment that the statesman and commander have to make is to establish… the kind of war on which they are embarking; neither mistaking it for, nor trying to turn it into, something that is alien to its nature. (p. 88) No one starts a intervention – or rather, no one in his senses Ought to do so - without first being clear in his mind what he intends to achieve by that intervention and how he intends to conduct it. Expectations • IPR: Enough information about the SSE aspects necessary for • 38Gs to succeed in their mission • - What should they be doing? • - Who should they be talking with? • - Where should they be working? • - What should their qualifications be? • - What should they be expert in? • - How/where can they get that expertise? • What are your expectations from this IPR?
